The regular meeting dates and places of the
Council shall be set annually by resolution of the Council at its
reorganization meeting.
In the case of the absence of the Mayor and
Council President at any meeting of the Council, then an Acting President
shall be selected by the Council.
At all official meetings of the Council, the
members shall be seated together at the Council table as follows:
The Mayor shall be seated in the center with the Borough Clerk to
his immediate right and the Borough Attorney to his immediate left.
The Borough Attorney shall be seated to the Council President's immediate
right. The remaining members of the Council shall be seated in such
order as determined by resolution of the Council at its Reorganization
Meeting.
In case of disability or absence of the Borough
Clerk or the Deputy Borough Clerk at any meeting of the Council the
members shall choose a Clerk Pro Tem.
All meetings shall be conducted in accordance
with the Open Public Meetings Law (N.J.S.A. 10:4-6 et seq.).
In furtherance of the goal of good government
and in order to preserve a chain of command, the Mayor shall notify
in writing the Council President, the Borough Administrator and Borough
Clerk 24 hours prior to an intended absence from the Borough of three
days or more. This section compliments N.J.S.A. 40A:60-3(c) which
states in part "The president of the council shall perform all the
duties of the mayor during any period in which the mayor is absent
from the borough for three days or more or is unable to perform the
duties of his office. Where such absence is intended, the president
of the council shall become the acting mayor until the mayor's return."
