Every member of the Council shall vote by answering
"yes" or "no." The vote of every member of the Council shall be recorded,
together with the name of the member of the Council in the written
minutes of the meeting on every vote related to any special appropriation
or the expenditures of funds. On any other vote, the vote shall be
taken and recorded if demanded by any member of the Council and approved
by the majority present at the meeting.
Each member of the Council shall vote upon every
question upon which a vote is taken unless such member is personally
interested in the subject matter thereof, in which event the member
shall state that he is personally interested in the subject matter.
Any absentia by a member present shall be recorded as an abstention
and shall not be counted as a "yes" or a "no" vote. When a roll call
is required or requested by a majority of the Council, the Clerk shall
call the roll by calling names of the members of the Council, beginning
with the Council person seated at the far left of the Mayor and continuing
in sequence from the member seated furthest to the left of the Mayor
and then proceeding to the member seated to the far right of the Mayor
voting last.
There shall be no votes by proxy.
The vote on all motions duly made and seconded
shall be called for by the Mayor, the President of the Council, or
the President Pro Tem, whichever may be presiding at the time.
Any appointment that requires the Council's
"advice and consent" also requires that a nomination be made for that
position by the Mayor. The Mayor's failure to nominate is equivalent
to the Council's rejection of the Mayor's nominee. The Mayor's failure
to nominate triggers the thirty-day "holdover" period. Holdover status
does not contribute towards a holdover employee's tenure in that position.
