The deliberations of the Council shall be in
accordance with the these bylaws and shall be conducted by the presiding
officer. Any procedural decision by the presiding officer may be overruled
by a majority vote of the Council.
When a question has been put and decided, it
shall be in order for any member to move for reconsideration thereof
at the same meeting or at the subsequent meeting.
Public participation in the regular meeting
shall be limited to the public portion of such meeting. Comments by
the public in this portion of the meeting shall be limited to five
minutes per speaker. The presiding officer may relax this time limit
at his discretion. Questions shall be directed to the presiding officer,
but any member of the governing body may answer or comment.
