Promotion shall be on the basis of merit, experience, education, demonstrated ability and competitive examination and shall otherwise comply with the provisions of N.J.S.A. 40A:14-129.

A. 
Police Officer to Sergeant; length of service.
(1) 
Until January 1, 2010, candidates must have completed a minimum of four consecutive years' service with the Township of Hamilton Township Police Department as a police officer, and at least one of the following:
(a) 
Education: an associate's degree or 60 plus credits in a matriculated program at an accredited college or university.
(b) 
Military service: three years' service in the U.S. military with an honorable discharge.
(c) 
Additional service: three years of additional service with the Township of Hamilton Police Department as a police officer.
(2) 
On and after January 1, 2010, candidates must have completed a minimum of four consecutive years' service with the Township of Hamilton Township Police Department, and possess 90 plus credits toward a bachelor's degree and be currently enrolled and matriculated in a bachelor's degree program at an accredited college or university.
(3) 
If any rank is created between police officer and Sergeant, then the candidate must hold that position in order to be eligible for promotion to Sergeant in addition to the requirements of Subsections A(1) and A(2) above.
B. 
Sergeant to Lieutenant; length of service.
(1) 
Until January 1, 2010, candidates must have completed a minimum of two years' service with the Township of Hamilton Police Department in the rank of Sergeant, and at least one of the following:
(a) 
Education: a bachelor's degree in a matriculated program at an accredited college or university.
(b) 
Thirty credits in a matriculated program at an accredited college or university and three years of additional service with the Township of Hamilton Police Department in the rank of Sergeant.
(c) 
On and after January 1, 2010, candidates must have completed a minimum of two years' service with the Township of Hamilton Police Department in the rank of Sergeant, possess a bachelor's degree from an accredited college or university, and be currently enrolled and matriculated in a master's degree program at an accredited college or university.
C. 
Lieutenant to Captain.
(1) 
Until January 1, 2010, candidates must have completed a minimum of two years' service with the Township of Hamilton Police Department in the rank of Lieutenant, and possess a bachelor's degree from an accredited college or university.
(2) 
On and after January 1, 2010, candidates must have completed a minimum of two years' service with the Township of Hamilton Police Department in the rank of Lieutenant, and possess a master's degree from an accredited college or university.
D. 
In the event that a need to promote to any position arises and no candidates meet the eligibility criteria, then the Township Committee may choose the candidate who most closely matches the promotion criteria.
A. 
Police Officer to Sergeant. Candidates will be rated in accordance with the following:
(1) 
Years of service, prior military, and educational attainment: 20% of score.
(a) 
Candidate will receive one percentage point for every year of service as a PTC Certified Police Officer in a law enforcement agency in the State of New Jersey and as a PTC Certified Corrections Officer in a correctional institution in the State of New Jersey.

(b) 
Extended sick leaves (beyond 90 days), leaves of absence, disability leave and extended worker's compensation leave (beyond 90 days) shall not be counted as time in service.
(2) 
Written testing: 20% of score.

(a) 
The written exam will consist of objective questions on professionally recognized police practices along with departmental policies and procedures.
(3) 
Written application packet with required narrative: 20% of score.
(a) 
Supplemental written narrative submission as administered by the appropriate authority and the Chief of Police. Candidate package will be scored by the two Committee members assigned to the interview committee, the appropriate authority and the Chief of Police based on zero to 20.
(4) 
Department performance review: 20% of score.

(a) 
Comprised of a comprehensive rating by superior and peers (worth five points each for a total of 10 points).
(b) 
Chief's rating (worth 10 points).
(5) 
Interview committee evaluation: 20% of score.
(a) 
Rating by an oral interview panel comprised of:
[1] 
Two members of the Township Committee (appointed by the Mayor).
[2] 
Appropriate authority.
[3] 
Chief of Police.
[4] 
One police command officer (Captain or Lieutenant) appointed by the Chief of Police.
B. 
Sergeant to Lieutenant and Lieutenant to Captain. Candidates will be rated in accordance with the following:
(1) 
Time in grade, time in service, education and diversity of experience: 25% of score.
(a) 
Candidate will receive one percentage point for every year of HTPD service, year of service in grade and for each 30 college credits to a maximum of 25 points.
(b) 
Extended sick leaves (beyond 90 days), leaves of absence, disability leave and extended worker's compensation leave (beyond 90 days) shall not be counted as time in service.
(2) 
Written application packet with required narrative: 25% of score.
(a) 
Supplemental written narrative submission as administered by the appropriate authority and the Chief of Police. Candidate package will be scored by the two Committee members assigned to the interview committee, the appropriate authority and the Chief of Police based on zero to 25.
(3) 
Department performance rating: 25% of score.
(a) 
Comprised of a comprehensive rating by supervisor, peers and subordinates (worth five points each for total of 15 points).
(b) 
Chiefs rating (worth 10 points).
(4) 
Interview committee evaluation: 25% of score.
(a) 
Rating by an oral interview panel comprised of:
[1] 
Two members of the Township Committee (appointed by the Mayor).
[2] 
Appropriate authority.
[3] 
Chief of Police.
The appropriate authority and the Chief of Police shall tabulate the raw scores into a composite score based on percentage of 100 then create a list of candidates from highest to lowest. For the rank of Sergeant, the Township Committee shall promote in order from highest to lowest. For the rank of Lieutenant and Captain the Township Committee may choose any one of the top three candidates on the list. The list will remain in effect for a period of two years from the date created.
