As used in this article, the following terms shall have the meanings indicated:
MUNICIPAL TAX COLLECTOR
The official charged with the duty of collecting taxes upon real and personal property within the Township of Hanover, pursuant to Title 40A of the New Jersey Statutes.
There is hereby established the position of Municipal Tax Collector in the Township of Hanover.
The position of Municipal Tax Collector shall be filled by an appointment made by the Township Committee of the Township of Hanover.
The term of the Municipal Tax Collector shall be for four years from the first day of January next following his appointment by the Township Committee of the Township of Hanover. Vacancies in the position of Municipal Tax Collector, other than those due to the expiration of term, shall be filled by appointment for the unexpired term.
The compensation for the the position of Municipal Tax Collector shall be fixed annually by the Township Committee of the Township of Hanover.[1]

The Township Committee shall have the right to grant tenure to any person who shall hold the office of Municipal Tax Collector for 10 consecutive years. In the event that the Township Committee shall not grant tenure to a person who has held the office of Municipal Tax Collector for 10 consecutive years, a petition may be filed for a referendum vote on the question as to whether or not the Municipal Collector of Taxes shall continue to hold the office during good behavior and efficiency and shall not be removed except for just cause after a public hearing pursuant to the provisions of N.J.S.A. 40A:9-144.
The offices of the Municipal Tax Collector and Municipal Treasurer or Municipal Clerk may be held by the same person.
