Special law enforcement officers shall be appointed for terms of up to one year, said appointment not to be revoked except for cause after adequate hearing, unless the appointment is for four months or less, in which case the appointment may be revoked without cause.
No person shall be appointed as a special law enforcement officer unless such person meets the qualification requirements of N.J.S.A. 40A:14-146.10. The Chief of Police shall submit candidates for appointment to the Township Committee. The eligibility and qualifications of such persons shall be reported to the Township Committee by the Chief of Police in accordance with N.J.S.A. 40A:14-146.10e. Appointment as a special law enforcement officer shall become effective upon passage of a resolution to that effect by the Township Committee.
No person shall commence serving as a special law enforcement officer unless he/she has been certified by the Police Training Commission as provided by N.J.S.A. 40A:14-146.11. Any special law enforcement officer appointed and in service on October 1, 1986, may continue in service if he/she will have completed training and certification requirements by October 13, 1988.

Persons appointed as special law enforcement officers shall, upon appointment, be designated as either a Class One, Class Two, or Class Three special law enforcement officer. The classifications shall be based upon the following standards:
A. 
Class One. Officers of this class shall be authorized to perform routine traffic detail, spectator control and similar duties and shall have the power to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of Title 39 of the Revised Statutes. The use of a firearm by an officer of this class shall be strictly prohibited, and no Class One officer shall be assigned any duties which may require the carrying or use of a firearm.
B. 
Class Two. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer. The use of a firearm by an officer of this class may be authorized only after the officer has been fully certified as successfully completing training as prescribed by the Police Training Commission.
C. 
Class Three. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer while providing security at a public or nonpublic school on the school premises during hours when the public or nonpublic school is normally in session or when it is occupied by public or nonpublic school students and/or their teachers. While on duty in the jurisdiction of employment, an officer may respond to offenses or emergencies off school grounds if they occur in the officer's presence while travelling to a school facility, but an officer shall not otherwise be dispatched or dedicated to any assignment off school property. The use of a firearm by an officer of this class shall be authorized pursuant to the provisions of Subsection b of Section 7 of P.L. 1985, c. 39 (N.J.S.A. 40A:14-146.14). An officer of this class shall not be authorized to carry a firearm while off duty unless the officer complies with the requirements set forth in Subsection I of N.J.S.A. 2C:39-6, authorizing a retired law enforcement officer to carry a handgun.

The carrying of firearms by special law enforcement officers shall be strictly governed by N.J.S.A. 40A:14-146.14b.
No special law enforcement officer may work more than 20 hours per week, except as provided as follows:
A. 
Without limitation as to hours during periods of emergency.
B. 
May be assigned for not more than 20 hours per week to provide public safety and law enforcement services to a public entity, in addition to not more than 20 hours per week performing the duties pursuant to this chapter.
C. 
For hours to be determined by the Chief of Police while assigned to public safety duties for a private entity, pursuant to N.J.S.A. 40A:14-146.16b.
No more than 15 persons shall be designated as special law enforcement officers. The number of persons designated as Class Two special law enforcement officers shall not exceed 25% of the total number of regular police officers.

Class One and Class Two special law enforcement officers shall be residents of the Township of Hanover. However, Class Three special law enforcement officers shall be residents of the State of New Jersey.
