Editor's Note: Section 4 of this ordinance provided that, pending further action of the Township Committee, all positions of employment in existence in the Township of Hanover as of the effective date of this ordinance that are responsible for any aspect of the Township's public works, building and grounds and park maintenance functions shall continue in existence.
There shall be and is hereby created a Department of Public Works, Buildings and Grounds and Park Maintenance in and for the Township of Hanover, in the County of Morris and the State of New Jersey. The Department of Public Works, Buildings and Grounds and Park Maintenance shall consist of the following Divisions: Roads, Sanitation, Buildings and Grounds, and Park Maintenance.
The Department of Public Works, Buildings and Grounds and Park Maintenance will be chaired by a member of the Township Committee, who shall be designated as Department Director. Said assignment as Department Director shall be designated by the Township Committee in accordance with N.J.S.A. 40A:63-6b(3) at the first organizational meeting which shall be held during the first seven days of January, pursuant to N.J.S.A. 40A:63-3e.
The Department of Public Works, Buildings and Grounds and Park Maintenance shall be responsible for the operation of all services and projects related to the maintenance of streets and roads, municipal building and grounds, leaf collection, solid waste removal and park maintenance, including those functions and duties related to the Bee Meadow Swimming Pool facility, and any other services deemed necessary by the Township Committee.
It is intended by this chapter to bring all Township public works, building and grounds and park maintenance functions under the jurisdiction of the Department of Public Works, Buildings and Grounds and Park Maintenance as created herein, and organized and administered hereunder. Upon the effective date of this chapter and the amendments thereto, all Township public works, building and grounds and park maintenance functions shall be organized under the terms hereof, and all previous committee, personnel or departmental assignments, organizational units and functions relating to public works, building and grounds and park maintenance shall be abolished.
By majority vote of the membership of the Township Committee of the Township of Hanover, there shall be appointed and employed a Superintendent, to be known as the "Superintendent of the Department of Public Works, Buildings and Grounds and Park Maintenance," who shall receive such salary as the Township Committee may determine in the manner prescribed by law.[1]

The Superintendent of the Department of Public Works, Buildings and Grounds and Park Maintenance shall serve as the department head and be responsible for the day-to-day operations and supervision of the department. He shall be directly responsible to the Department Director for the performance of all services, operations, projects and activities of the department, and shall report and consult with the Township's Business Administrator on a day-to-day basis with respect to department operations.
A. 
The employees of the Department of Public Works, Buildings and Grounds and Park Maintenance shall consist of the Superintendent and such other positions of employment as the Township Committee shall from time to time deem necessary and proper to create, amend, modify or abolish by ordinance. In connection therewith, the Township Committee may adopt, amend or repeal, by resolution, a table of organization for the department and its various divisions, setting forth the authorized positions for each division, and the organizational relationship of those positions to one another.[1]

B. 
The Superintendent of the Department of Public Works, Buildings and Grounds and Park Maintenance, subject to the approval of the Township Committee, shall have the power to hire temporary employees to fill immediate needs for a period not in excess of four months. Such temporary employees shall be paid on an hourly basis at the minimum wage under the scale fixed in the salary ordinance.[2]

Subject to § 57-7A above, the employee members of the Department of Public Works, Buildings and Grounds and Park Maintenance shall be appointed and designated by the Township Committee of the Township of Hanover and shall receive such annual salary as the Township Committee may determine in the manner prescribed by law.
Subject to § 57-7A above, the Township Committee shall determine the required qualifications for each position created in the department, which may include all educational, training, licenses/certificates/permits, knowledge, ability and/or experience requirements for each position.
The Superintendent of the Department of Public Works, Buildings and Grounds and Park Maintenance shall arrange for the recordation of a correct record of the work and operations of the Department of Public Works, Buildings and Grounds and Park Maintenance and shall, at the end of the month, prepare and present to the Township Committee at the next regular meeting a report of the work and operations of the Department for the preceding month.
It shall be the duty of the Superintendent of the Department of Public Works, Buildings and Grounds and Park Maintenance to see that all ordinances and resolutions of the Township Committee pertaining to the Department of Public Works, Buildings and Grounds and Park Maintenance are properly complied with. The Superintendent shall comply with, and cause all personnel of the department to comply with, all rules, regulations, personnel policies and procedures, and orders that may be prescribed by the Township Committee and/or the Business Administrator.
