Township of Hanover, NJ Chapter 67 Substance Awareness Council

§ 67-1 Title.

This chapter shall be known as the "Substance Awareness Ordinance of the Township of Hanover."

§ 67-2 Purpose and intent.

The intent and purpose of this chapter is to create a Substance Awareness Council, hereinafter referred to as "Council" the purpose and mission of which shall be to address the wide spectrum of issues and problems concerning substance abuse and its direct impact on the adolescent and family as well as the extended impact of substance abuse throughout the community. In accordance with P.L. 1989, c. 51,[1] the Council shall endeavor to work toward meeting the following goals and objectives:

A. Organize and coordinate efforts which involve schools, law enforcement, business groups and other community organizations for the purpose of reducing substance abuse.

B. Cooperate with local school districts in assisting, supporting and encouraging substance awareness programs.

C. Provide comprehensive substance abuse education, support and outreach efforts for all citizens of the community.

D. Provide comprehensive substance abuse community awareness programs.

E. Provide and maintain a broad base of referral services to the community.

§ 67-3 Establishment; remuneration.

There is hereby established a Hanover Township Substance Awareness Council, hereinafter referred to as "Council" consisting of a minimum of 11 members, one of whom shall be a member of the Township Committee. All members of the Council shall be appointed by the Mayor with the advice and consent of the Township Committee. The Council shall be recognized as an Ad Hoc Advisory Committee of the Township reporting directly to the Township Committee. The members of the Council shall serve without remuneration.

§ 67-4 Membership.

In order to obtain a broad representation from the Township community, membership on the Council may include but shall not be limited to the following categories:

A. Mayoral Council representative.

B. Chief of Police or designee.

C. Presidents of School Boards or designee.

D. Superintendents of schools or designee.

E. Student Assistance Coordinators or designee.

F. Representatives of Parents-Teachers Associations.

G. Representatives from student governments.

H. Representatives of local civic associations.

I. Representatives of the clergy or designees.

J. Representatives of the Senior Citizens Club.

K. Private citizens.

L. Representatives of local Board of Health and/or Health Department.

M. Representatives of business community.

§ 67-5 Terms; filling of vacancies.

A. The term of each member of the Council initially appointed shall run from January 1 preceding the date of appointment. Thereafter, the term of each member shall be one year with all members appointed or reappointed at the Township Committee's reorganization meeting.

B. If a vacancy shall occur on the Council other than by expiration of a member's term, it shall be filled for the unexpired term only. Such vacancy appointments shall be made upon the recommendation of the Substance Awareness Council and/or Mayor but with the advice and consent of the Township Committee.

§ 67-6 Organization.

A. The Council shall adopt bylaws and such other rules and regulations to govern its procedural operation. It shall convene meetings once a month.

B. The Council, at its first meeting each year, shall elect a Chairperson, Vice Chairperson, Secretary, Treasurer and such other officers as may be necessary to conduct business.

§ 67-7 Powers and duties of Council and officers.

A. Within the scope of § 67-2 above, it shall be the responsibility of the Council to report on its activities and make recommendations to the Township Committee which reports of activities and recommendations shall be submitted in writing at least twice a year.

B. The Council shall also develop and submit to the Township Committee in accordance with the budgetary procedures established by the Township an annual operating budget and a Comprehensive Plan in providing matching funds equivalent to the amount of funding that may be received from the New Jersey Drug Enforcement and Demand Reduction Fund. These matching funds shall be a minimum of 25% in cash and 75% in kind services.

C. The Chairperson of the Council shall conduct meetings and act as the spokesperson for the Hanover Township Substance Awareness Council. This person shall be responsible to prepare the meeting agendas and the appointment of all standing committees. The Chairperson shall also serve as an ex-officio member of all committees.

D. The Vice Chairperson shall be empowered to perform all of the duties and responsibilities of the Chairperson in the absence of the Chairperson.

E. The Secretary shall be responsible in providing adequate written notice of all regular or special meetings of the Council. This person shall be responsible for recording the minutes of all Council proceedings in suitable minute books. In the absence of the Secretary, the Chairperson or presiding Chairperson shall appoint a temporary Secretary. The person selected to serve in the capacity of Secretary need not be a member of the Council but may be drawn from the staff of the Township.

F. The Treasurer shall be responsible for keeping an accurate accounting of all appropriations and expenses of the Council and shall provide the Township Treasurer with a monthly report of all financial activities.

§ 67-8 Quorum.

All decisions of the Council shall require a quorum of the appointed membership to be present. A majority of that quorum shall constitute a legal vote on all matters. A quorum shall consist of at least six members of the Council.
