A. 
Pursuant to the authority contained in N.J.S.A. 40:48-2.46 and 39:4-197h, vehicular traffic and the parking of vehicles in parking yards and parking places hereinafter designated in § 193-4, which are open to the public or to which the public is invited, whether maintained separately or in conjunction with any business or enterprise, shall be regulated in the manner specified in this article.
B. 
The placement and types of lighting and signs, the regulation and control of noisy or boisterous persons or things and the installation and maintenance of internal traffic directional lines shall be governed and controlled as hereinafter provided.
All areas of the subject parking lots are to be kept free of shopping carts and/or any other obstructions.
A. 
The owners of the premises regulated by this article shall be responsible for the installation and maintenance of internal traffic directional lines and the placement and type of lighting and signs, all as set forth in the Zoning Ordinance regulations[1] and site plans approved by the Hanover Township Planning Board controlling and governing specific properties and parking yards and parking places hereinafter designated in § 193-4. In the event that lines, signs, lighting or other required installations provided for in this article become damaged or obliterated from lack of repair or maintenance, the owner shall be responsible for the repair, replacement or reconditioning of such lines, signs, lighting or other requirements within 30 days from the receipt of a notice from the Chief of Police of the Township.

B. 
The owners of the premises where the vehicular and pedestrian traffic and the parking of vehicles in parking yards and parking places are regulated by this article shall post a copy of the regulations affecting their properties in a prominent location on the premises so that persons using said premises may be made aware of the provisions thereof.
C. 
The owners of the premises regulated by this article shall be responsible for the compliance with the requirements of the installation of internal traffic lines and the placement of lighting and signs.

A. 
The parking of a vehicle or vehicles in the designated areas adjacent to the following structures is hereby prohibited pursuant to N.J.S.A. 40:48-2.46:
(1) 
Whippany Shopping Plaza: that area consisting of and extending parallel along the entire length of the front, sides and rear of the main store building, including additions, and extending from the building a distance of 30 feet.
(2) 
Morris County Mall: that area consisting of and extending parallel along the entire length of the front, sides and rear of the main store building, including additions, and extending from the building a distance of 30 feet.[1]

B. 
The distances set forth in Subsection A shall be delineated by either permanent or temporary separation islands, and no parking signs, as authorized in the current Manual on Uniform Traffic Control Devices for Streets and Highways, shall be installed.
C. 
The parking of vehicles is restricted in any parking spaces established and designated for the use of handicapped persons, and vehicles parked or standing in said handicapped parking spaces must display a placard or wheelchair symbol on the license plates.

This article shall be enforced by the Police Department of the Township of Hanover. The Fire Official designated under the ordinance entitled "An Ordinance Adopting a Fire Prevention Code Prescribing Regulations Governing Conditions Hazardous to Life and Property and Providing Officers therefor and Defining their Powers and Duties; and Adopting Basic Fire Control Measures and Regulations Governing Conditions Which Could Impede or Interfere with Fire Suppression Forces" may also enforce this article.[1]

Every person convicted of a violation of a provision of § 193-4 of this article shall be liable for a penalty of not more than $1,000 or for imprisonment for not more than 90 days, or both such fine and imprisonment.
