The provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey are hereby made applicable to municipally owned parks located in the Township of Hanover, County of Morris, State of New Jersey.
A. 
In Bee Meadow Park and Pool:
(1) 
All vehicles must park between the lines provided.
(2) 
Handicapped parking shall be as shown on the attached site plan and made a part of this article.[1]

(3) 
One-way streets shall be as shown on the attached plan and made part of this article.
(4) 
The speed limit for the entire area shall be 15 miles per hour.
(5) 
Weight limitations. Vehicles over four tons shall be excluded, except for the pickup and delivery of materials.
B. 
In Lower Malapardis Park:
(1) 
All vehicles must park between the lines provided.
(2) 
No vehicles shall be permitted on pathways.
(3) 
Handicapped parking shall be as shown on the attached site plan and made a part of this article.[2]

(4) 
Entrance and exits.
(a) 
The most easterly driveway shall be for entrance only.
(b) 
The most westerly driveway shall be for exit only.
(5) 
The speed limit for entire area shall be 10 miles per hour.
(6) 
Weight limitation. Vehicles over four tons shall be excluded, except for the pickup and delivery of materials.
(7) 
The stop intersection shall be Malapardis Road and the most westerly driveway; a stop sign shall be placed on the westerly driveway.
C. 
In Upper Malapardis Park:
(1) 
All vehicles must park between the lines provided.
(2) 
The speed limit for the entire area shall be 10 miles per hour.
(3) 
Weight limitation. Vehicles over four tons shall be excluded, except for the pickup and delivery of materials.
(4) 
The stop intersection shall be Mountain Avenue and the road to Upper Malapardis Park Road; stop signs shall be installed on Upper Malapardis Park Road.
(5) 
No vehicles shall be permitted on pathways.
(6) 
Handicapped parking shall be as shown on the attached site plan and made a part of this article.[3]

D. 
In Black Brook Park:
(1) 
All vehicles must park between the lines provided.
(2) 
The speed limit for the entire area shall be 10 miles per hour.
(3) 
Weight limitation. Vehicles over four tons shall be excluded, except for the pickup and delivery of materials.
(4) 
Handicapped parking shall be as shown on the attached site plan and made a part of this article.[4]

E. 
At Monroe Hall:
(1) 
All vehicles must park between the lines provided.
(2) 
Handicapped parking shall be as shown on the attached site plan and made a part of this article.[5]

Persons shall be permitted to park a vehicle between the hours specified in any of the following parks:
A. 
Bee Meadow Park:
(1) 
Pool: 12:00 noon to 8:00 p.m.
(2) 
Paddle tennis: all year round, dusk to 11:00 p.m.
(3) 
Sports court ice rink: December, January and February, dusk to 11:00 p.m.
B. 
Black Brook Park tennis lights: Memorial Day to Labor Day, 6:00 p.m. to 10:00 p.m.
C. 
Malapardis Park pond ice rink: December, January and February, dusk to 11:00 p.m.
D. 
Central Park ice rink: December, January and February, dusk to 11:00 p.m.
Except as set forth above, Bee Meadow Park, Lower Malapardis Park, Upper Malapardis Park and Black Brook Park shall be officially declared closed between the hours of 30 minutes after sundown and 30 minutes before sunrise.
Regulatory and warning signs shall be erected and maintained to the above-designated speeds as authorized by the Department of Transportation.
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, fire hydrants, oil fills or any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
