A.
LOITERING
PARENT or GUARDIAN
PUBLIC PLACE
As used in this article, the following terms shall
have the meanings indicated:
Remaining idle in essentially one location, and shall include
the concepts of spending time idly, loafing or walking about aimlessly,
and shall also include the colloquial expression "hanging around."
Includes any adult person having care or custody of a minor,
whether by reason of blood relationship, the order of any court or
otherwise.
Any place to which the public has access, and shall include
any street, highway, road, alley or sidewalk. It shall also include
the front or the neighborhood of any store, shop, restaurant, tavern
or other place of business and public grounds, areas and parks, as
well as parking lots or other vacant private property not owned by
or under the control of the person charged with violating this article
or, in the case of a minor, not owned or under the control of his
parent or guardian.
B.
The words "person," "Persons," "his" or "her," as
used in this article, shall be construed, wherever appropriate to
the context, to include corporations. The singular number as used
herein shall include the plural.
A.
No person shall loiter in a public place in such manner
as to.
(1)
Create or cause to be created a danger of a breach
of the peace.
(2)
Create or cause to be created any disturbance or annoyance
to the comfort and repose of any person.
(3)
Obstruct the free passage of pedestrians or vehicles.
(4)
Obstruct, molest or interfere with any person lawfully
in a public place.
B.
Order of policemen. In addition to the authority conferred upon policemen by the terms of § 202-27 hereof, whenever any policeman shall, in the exercise of reasonable judgment, decide that the presence of any person in any public place is causing or is likely to cause any of the conditions enumerated in Subsection A above, he may, if he deems it necessary for the preservation of the public peace and safety, order that person to leave that place. Any person who shall refuse to leave after being ordered to do so by a policeman shall be guilty of a violation of this article.

No person shall:
A.
Make, continue or cause to be made or continued any
unnecessary or unusual sound or noise which either annoys, injures
or endangers the comfort, repose, health or safety of others unless
the making and continuing of the same is necessary for the protection
or preservation of property or of the health, safety, life or limb
of some person or persons.
B.
Unnecessarily use the horn or other warning device
of any vehicle so as to cause the same to emit an unreasonably loud
or harsh noise, sound or whistle.
C.
Unnecessarily race the engine of any motor vehicle
so as to cause the same to emit any unreasonably loud noise or sound.
D.
Intentionally and unnecessarily cause any motor vehicle
to backfire.
E.
Intentionally and unnecessarily operate a motor vehicle
so as to cause the rear wheels to accelerate and spin for the purpose
of causing a loud screeching sound and/or leaving skid marks on the
road surface.

A.
Intentionally appear on any street, avenue, road,
highway or other public or private place, or visible from a public
place, in a state of nudity or make any indecent exposure of his or
her person or commit or cause to be committed or participate in the
commission of any lewd or indecent act or behavior.
B.
Disrobe in any automobile, truck or vehicle while
the same is upon any street or road, public parking place, public
park or public place or ground.
C.
Bathe or swim in the state of nudity or be found in
the state of nudity at any public lake, pool, pond or river or in
any lake, pool, pond or river where the public is invited or permitted.

No person shall keep or maintain a disorderly
house or a house of ill fame or allow or permit any house, shop, store
or other building owned or occupied by him or her to be used as a
disorderly house or house of ill fame to be frequented or resorted
to by riotous or disorderly persons, prostitutes, gamblers or vagrants.

No person shall commit an assault or any assault
and battery upon another person.

No persons, two or more in number, shall fight
together or commit or attempt to commit assaults and batteries upon
one another, either in a public or private place, or be present, aid,
assist or abet the same.

No person shall willfully engage in any fight,
assault, quarrel, brawl, battery or altercation, nor shall any person
participate in or incite any overt act or acts any disturbance or
riot or any unruly, boisterous, noisy, unlawful or disorderly assemblage
constituting a breach or disturbance of the peace.

No person within the limits of the Township
shall utter any loud and offensive or indecent language or make offensive
remarks directed at or reasonably calculated to be heard by any person
or persons passing along or being upon a street, road, sidewalk, thoroughfare
or other public or private place where such remarks can be heard or
obstruct or interfere with any person lawfully upon a street, road,
sidewalk, thoroughfare or public place.

No person shall cast, shoot or throw anything
at, against or into any vehicle, railroad car, airplane or other facility
of transportation or place any stick, stone or other substance upon
any railroad track with intent to injure, derail or otherwise interfere
with any locomotive, car or other vehicle passing thereon or the crew
or passengers thereon.

No person shall place or throw or suffer to
permit the depositing of any stone, sticks, glass, snow or ice or
any hard, dangerous or offensive substance upon any street, avenue,
road, highway or other public thoroughfare, nor shall any person throw
any such object or substance at, upon or against any person, vehicle
of transportation, building or other structure.
No person shall unnecessarily obstruct any street,
avenue, road, highway, alley or public place with any kind of vehicle
or vehicles or with any box or boxes, lumber, wood, or any other thing,
but the provisions of this section shall not prevent persons who are
building from occupying (until notified by any Township official to
cease such occupancy) 1/2 of the street in front of the place where
they are so building unless another person is building on the opposite
side of the street, in which case neither shall occupy more than 1/4
of the street; no person who is building shall continue such occupancy
of any street after notice from any Township official or policeman
to discontinue the same.

A.
No person, firm or corporation shall throw, drop,
dump on or tow to, or otherwise place on open fields or other private
property, without first obtaining the permission of the owner or person
in possession of such property, any abandoned automobile, automobile
parts, junk, paper, bottles, trash, garbage, refuse or debris of any
nature.
B.
No person shall throw or discard any paper, wood,
plastic, tin cans, bottles, garbage, untreated sewage or other refuse
or debris of any kind or nature into the waters of any pond, stream,
river or lake, or waters adjacent thereto, or discharge any waste
or sewage into any such waters or pollute any such waters in any manner
whatsoever.
C.
No person shall throw, discard or place trash, garbage
or untreated sewage, generated around or in their private or rented
domicile or place of business, in any trash containers, drums, dumpsters,
cans, barrels or any other receptacles within the park system of the
Township, or any public place within the Township, in an effort to
avoid or circumvent their regular municipal trash pickup system.

No person, firm or corporation shall throw,
drop or otherwise place any paper, bottles, trash, garbage, refuse
or debris of any nature upon a highway or other public lands.
No person shall, by word, act or other means,
give or cause to be given a false fire alarm or report or false police
alarm or report.

No person shall, within the limits of said Township,
deal, play or engage in faro roulette, lottery number games or other
games of chance, either as banker, player or dealer or otherwise,
for the purpose of gaming or gambling for money or other valuable
thing or things.

No person shall have in his possession or custody
any lottery slips, books or records pertaining to other than a legal
lottery, nor shall any person have in his possession or have in his
automobile in his custody any ticket or tickets, slip or slips, paper,
document or memoranda in any way pertaining to the business of a number
game. "Number game," as used in this section, means any betting on
any number or numbers, or sets or arrangements of numbers, on or according
to any plan or method whatsoever.

No person shall, within the limits of the Township
and without lawful authority, carry any revolver, pistol or other
firearm or other instrument of the kind known as a "blackjack," "slingshot,"
"billy," sandclub," "sandbag, "bludgeon," "metal knuckles," "dagger,"
'dirk," "'dangerous knife," stilletto," "bomb" or other high explosive
concealed in or about his or her clothes or person or in any automobile,
carriage, motorcycle or other vehicle.

No person shall, within the limits of the Township,
have upon his or her person or in his or her possession any picklock,
key, crow, jack, bit or other implement, with an intent to break and
enter into any building, or have upon his or her person or in his
or her possession any pistol, dagger, cutlass, bludgeon or other offensive
or dangerous weapon with intent to assault any person, and no person
shall hide or be found in or near any dwelling, house, warehouse,
stable, barn, schoolhouse or any place or public resort or assemblage
for business, worship, amusement or other lawful purposes, with an
intent to steal any goods or chattels.

No person shall willfully or maliciously remove,
deface or alter any notice posted pursuant to law forbidding trespassing,
with an intent to destroy such notice.

No person shall, within the limits of the Township,
enter any building or go upon the land of any public school and break,
injure or deface such building or any part thereof or the fences,
outbuildings or other property belonging to or connected with such
buildings or lands, and no person shall disturb the exercises of any
public school or molest or give annoyance to the children attending
such school or annoy any teacher therein.

No person shall discard or abandon in any public
or private place accessible to children, whether or not such children
are trespassers, any refrigerator, ice box or freezer or chest, having
a capacity of 1 1/2 cubic feet or more, with an attached lid
or door which may be opened and fastened shut by means of an attached
latch, nor shall the owner, lessee or manager of any place knowingly
permit such abandoned or discarded refrigerator, ice box, freezer
or chest to remain on his land in such condition.

No person shall willfully look into any window,
door or other opening of any house or building, with the intention
of observing any person partially or completely disrobed therein,
or engage in the practice commonly attributed to a peeping tom.
A.
No person shall, during a fire or other emergency,
willfully hinder, prevent, deter or interfere in any manner with any
fireman, policeman or other person from rendering lawful assistance
in abating, reducing, extinguishing or quelling such fire or other
emergency or willfully hinder or interfere with any fireman or policeman
or other official going to or returning from service incidental to
such fire or emergency.
B.
No person shall hinder or obstruct the passage of
any fire engine, police car or emergency vehicle to or from a fire
or other emergency.

No person shall willfully hinder, prevent, deter
or interfere with any policeman or other official of the Township,
including but not limited to the Building Inspector and Zoning Officer,
in the performance of his lawful duties and responsibilities in the
Township.

A.
No person shall willfully or maliciously torture,
torment, beat, kick, strike, mutilate, injure, disable or kill any
dog being used by the Police Department of the Township in the performance
of the functions or duties of such Department.
B.
No person shall interfere with or meddle with such
dog during its use by said Department or any member thereof in the
course of the performance of any of the functions or duties of said
Department or of any officer or member thereof.
No person shall willfully disobey or disregard
the lawful order of a policeman which is issued in furtherance of
the enforcement of this article, other ordinances of the Township
or the laws of the State of New Jersey when, in the discretion of
the policeman, probable cause exists to believe that such order is
necessary to prevent an imminent violation of said ordinances or laws
to the detriment of the safety, health and welfare of the community.

No person shall, within the limits of the Township,
maliciously destroy, damage or injure the personal property or real
property of any person, firm or corporation, or any public property,
whether the same is personal or real, nor shall any person place or
cause to be placed any material or obstruction or interfere in any
manner whatsoever with public or private property, specifically, but
not by way of limitation, of sewers and drainage and water facilities,
whether they are located on the public roads or private property,
nor shall any person suffer any interference, with or damage or injury
to any public or private property which shall affect the normal use
thereof.

The Township of Hanover, at the discretion of
the Township Committee, may offer a reward in the amount of $200 for
information which it deems reliable and which leads to the apprehension
and conviction of any persons who have defaced or destroyed either
public or private property.

The Police Department of the Township of Hanover
is hereby authorized to enforce this article and issue appropriate
summonses to ensure its full enforcement.

Any person or persons found guilty of violating
any provision of this article shall be fined in an amount not exceeding
$1,000 or be imprisoned for a term not exceeding 90 days, or both.

As used in this article, the following terms
shall have the meanings indicated:
Having the genital area beneath the waist unclothed or clothed
by a transparent material.
To show oneself in any capacity, whether while employed in
the performance of work or entertainment or whether simply at leisure
or otherwise.
Having the breasts unclothed or clothed by a transparent
material.
It shall be unlawful for any person, corporation
or association of persons of any kind, including any plenary retail
consumption licensee, to permit or employ a person in any place open
to the public or to which the public in invited, within the limits
of the Township of Hanover to perform the following:
A.
Dances commonly known as "go-go dances."
B.
Engaging in what is commonly known as "strip tease"
by the removing of all or part of one's clothing where accompanied
by music or without music and whether or not as part of a dance.
C.
Topless or bottomless exhibitions or dancing by a
female person or persons.
D.
Bottomless exhibitions or dancing by male persons.
It shall be unlawful for any female person to
exhibit herself topless or bottomless within the limits of the Township
of Hanover in any public place or any place open to the public or
to which the public is invited.
It shall be unlawful for any male person to
exhibit himself bottomless within the limits of the Township of Hanover
in any public place or any place open to the public or to which the
public in invited.
