Baker Residential, the developer of The Oak Ridge at Hanover Condominium Development, has filed a written consent with the Township of Hanover requesting that the provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at The Oak Ridge at Hanover Condominium Development located in the Township of Hanover.
A. 
All vehicles must park in designated areas only and between the lines provided.
B. 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below:

All stalls shall be 12 feet wide, as shown on the attached site plan,[1] and signed with the R7-8 and R7-8P (reserved parking sign and penalty plate) in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicle.

Through streets. The following streets or parts of streets are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except where yield signs are provided for in the designation.

Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grass area, pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
The following roadway is hereby designated as no-passing zones for the entire length, as indicated on the site plan.[1]

A. 
The owners of condominium units located in the affordable condominium buildings designated as Buildings 23 through 27 on Whippanong Way shall park their vehicles in assigned parking spaces and between the lines provided. In order to implement this program, the Baker Residential and/or the Oak Ridge at Hanover Condominium Association shall provide each affordable unit homeowner with not more than two decals and/or rearview mirror parking permit tags which shall contain on the decals or tags, the one parking space number assigned to the affordable condominium homeowner.
B. 
The affordable condominium homeowner shall be required to display the decal in the rear window of the vehicle or the parking permit tag on the rearview mirror in the front of the vehicle. In the event that the police find a vehicle parked in a parking space assigned to an affordable condominium unit homeowner and the vehicle does not display a decal or rearview mirror parking permit tag disclosing that it is assigned to the parking space in which it is parked, the police shall issue a summons for illegal parking and/or have the vehicle towed and stored at the owner's expense.
C. 
Whenever an affordable condominium unit located in Buildings 23 through 27 is resold, it shall be the responsibility of the Oak Ridge at Hanover Condominium Association to reclaim the parking permit tag(s) from the seller and reissue them to the new purchaser for his/her use.
D. 
Permit parking signage. Baker Residential shall be responsible in posting advisory signs at the entrance to the affordable condominium building parking lot for the purpose of advising the public of the permit parking and assigned parking space requirements for homeowners residing in Affordable Condominium Buildings 23 through 27 located on Whippanong Way.
All signs, posts or other necessary materials shall be installed and paid for by the applicant, Baker Residential. All signing shall conform to the current Manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this article or any supplement thereto shall be liable to a penalty of not more than $200 or imprisonment for a term not exceeding 15 days or both.
If any part of this article is for any reason held to be invalid, such decision shall not affect the validity of the remaining portion of the article.
