No road to be hereafter improved or constructed shall be accepted for maintenance by the Township unless the plans and specifications prepared in compliance with Township details and in accordance with the requirements hereinafter set forth are approved by the Engineer.
For purposes of this article, the following words shall have the following meanings:
ENGINEER
The Township Engineer.
STANDARD SPECIFICATIONS
Standard Specifications for Road and Bridge Construction of the New Jersey State Highway Department dated 1996 and revisions thereof.

TOWNSHIP DETAILS
Detail drawings as prepared by the Township Engineer dated September 1965 and revisions thereof.
A. 
Submission. Prior to the construction of any road within the Township, four sets of plans shall be submitted for review.
B. 
Details.
(1) 
Plans shall be on standard sheets of 24 inches by 36 inches. They shall be prepared by a licensed professional engineer of the State of New Jersey. The horizontal scale shall be not less than one inch equals 50 feet. The plans shall show a plan view at the top of the sheet and its corresponding profile directly below it. Plans shall show existing features, grades and all trees over 10 inches in diameter within the right-of-way. Plans shall show fifty-foot stations, complete curve data of the center line and all proposed pavement and structures within the right-of-way.
(2) 
Profiles shall show existing elevation and proposed elevation for each fifty-foot station.
(3) 
Plans shall include cross sections, drawn to a scale of one inch equals five feet, showing the entire right-of-way and graded width. Each section shall show the amount of cut and fill in cubic yards.
(4) 
All data shall be based on United States Coast and Geodetic Survey.
(5) 
On deep cuts, soil logs or borings may be required to be incorporated into the plans.
(6) 
Detail sheets shall be made part of the plans showing each contemplated structure and typical sections and shall be in accordance with Township details.
(7) 
Elevation benchmarks shall be permanently established at intervals of a minimum of 1,000 feet along the right-of-way, and the location and elevation shall be indicated on the plans.
(8) 
Each roadway intersection shall be shown to a scale of one inch equals 20 feet, including profiles along each gutter line for a distance of at least 100 feet from the intersection.
(9) 
Plans shall include complete drainage calculations for each inlet, section of pipe and gutter flow.
(10) 
Plans and profiles shall be shown for each easement.
(11) 
Plans shall also include plans and profiles for each driveway entrance to the proposed road.
(12) 
A copy of the plans and Standard Specifications shall be kept on the job at all times.
(13) 
Approval of the plans by the Township shall not be construed as acceptance of the road by the Township.
A. 
Prior to the commencement of any work, a licensed professional engineer shall provide a center-line stakeout of the road at each fifty-foot station. These stakes or their equivalent offsets shall be maintained throughout the construction period. Complete elevation of the stakes and cut sheets shall be furnished to the Township Engineer prior to the commencement of that phase of work requiring those elevations and cut sheets.
B. 
The scope of the work and the control of the work shall be in accordance with paragraphs 1.4.1 through 1.7.8, inclusive, of the Standard Specifications.
C. 
The minimum width of pavement, shoulders and gutters shall be as set forth in the New Jersey Residential Site Improvement Standards, N.J.A.C. 5:21-1.1 et seq., as modified by the New Jersey Site Improvement Advisory Board in accordance with Resolution 97-1.

A. 
Clearing and grubbing.
(1) 
The right-of-way shall be cleared of brush, trees, stumps, topsoil and debris, except those trees as noted on the plans, which will remain. Trees within the right-of-way which are to remain shall be marked and protected with a four-foot-high red painted snow fence around the tree, held in place with rigid posts, at a radius of 10 feet for each foot of diameter of the tree. No excavation within this radius will be permitted without written approval of the Engineer.
(2) 
Topsoil shall be stockpiled at the locations as shown on the plans. No topsoil shall be removed from the site but shall be utilized along the right-of-way.
(3) 
All clearing and grubbing shall be in accordance with paragraphs 2.1.1 through 2.1.3, inclusive, of the Standard Specifications.
B. 
Excavation and embankment.
(1) 
Excavation and embankment shall be accomplished in accordance with paragraphs 2.2.1 through 2.7.4, inclusive, of the Standard Specifications.
(2) 
All embankments over three feet thick shall be allowed to settle over one winter season before the construction of any pavement or structures.
C. 
Subbase. If, in the opinion of the Engineer, subbase material is required, it shall be installed in accordance with paragraphs 2.9.1 through 2.9.3, inclusive, of the Standard Specifications.
D. 
Slope protections. Slope protection shall be in accordance with paragraphs 2.12.1 through 2.15.3, inclusive, of the Standard Specifications.
E. 
Subgrade. Preparations of the subgrade shall be in accordance with paragraphs 2.10.1 through 2.10.3, inclusive, of the Standard Specifications.[1]

Seeding and/or sodding of gutters and/or shoulders, wherever required, shall be in accordance with paragraphs 7.5.1 through 7.9.3, inclusive, of the Standard Specifications.
All easements, except as otherwise provided in this chapter, shall have a minimum width of 20 feet.
