As used in this article, the following terms shall have the meanings indicated:
PUBLIC PLACES
Any street or road or park or building or any land owned by the County of Sussex or State of New Jersey, or any of their departments or agencies, including any lands or buildings owned by the Board of Education of the Township or by any regional school district lying within the Township.
TOWNSHIP
All the lands within the physical boundaries of the Township.
Consumption of alcoholic beverages of any type on or in any of the public places defined herein is prohibited unless permission is first obtained from the Township Council pursuant to § 55-9.
The provisions of this article shall not apply to any places licensed by the Township or by the State of New Jersey for the sale, possession or consumption of alcoholic beverages thereon.
A. 
Application for special affairs or benefits. Any group, organization or individual may apply for a permit allowing the consumption of alcoholic beverages in public places, as defined herein, for special affairs benefiting charitable or fraternal organizations, departments of the Township, first aid or rescue squads, any Fire Department servicing the Township or any municipal or community organization.
B. 
Procedure. Such application shall be made, in writing, to the Township Clerk at least 14 days before the event setting forth the name of the organization, group or individual sponsoring the event, the names of the officers, directors or principals in such organization or group, the number of persons expected to be in attendance, describing in detail the event and the activities scheduled and the duration of the event.
C. 
Investigation and report by Police Chief. Immediately after receipt, the Township Clerk shall forward the application to the Police Chief of the Township for investigation and report to the Township Council within one week thereafter as to the matters contained in the application, and particularly the nature of the event and activity scheduled.
D. 
Issuance of permit. Upon being satisfied of the merits of the application, the Township Council may issue a special permit for the affair which shall not exceed 24 hours in duration.

Any person who shall violate any provision of this article shall be subject to the penalties set forth in Chapter 1, General Provisions.
