In accordance with the provisions of N.J.S.A. 40:67-23.1, it is hereby found and determined that public travel on the roads hereinafter designated are sufficient to warrant expenditures by the Township to remove snow and provide for minimal maintenance and removal of obstructions therefrom, notwithstanding that said roads have never been dedicated to or accepted by the Township of Hardyston.
The private roads or portions of roads which the Township Council deems to have sufficient travel to warrant public expenditures for maintenance thereof are as follows:

At any time in the future the Township Council may, as a condition for continuing the providing of services for any of the above-mentioned streets or roads, notify the owner or owners thereof that dedication to the municipality is required, and if the owner or owners refuse to accept the services and benefits of this article upon that condition by so notifying the Township within 60 days of receipt of the notice, such failure to respond within 60 days shall be considered as a refusal to continue to accept the services and benefits of this article. All notices shall be in writing and shall be addressed to the owner or owners or any association of owners, if the same shall exist, by certified and regular mail.
