[Adopted 9-26-1995 by Ord. No. 95-39 (Ch. 31, Art. XIIB, of the 1977 Code)]
Pursuant to N.J.S.A. 40A:9 in general and 40A:9-9 in particular, there is hereby created and established in and for the Township of Hillsborough, the position of Deputy Health Officer.
The Deputy Health Officer shall, as a condition of eligibility for appointment and for continuation in office, possess the following credentials:
A. 
Hold a master's degree in a health related field.
B. 
Have three years' experience as a sanitarian working under the direct supervision of a full time Health Officer.
C. 
Possess a New Jersey Health Officer's license issued by the State of New Jersey, Department of Health, pursuant to N.J.S.A. 26:1A-38 to 26:1A-41.
The duties of the Deputy Health Officer shall be performed under the supervision and at the direction of the Municipal Health Officer. Said duties of the Deputy Health Officer shall include, but not be limited to the following:
A. 
Plan and implements clinics and special education projects.
B. 
Plan health projects for senior citizens in cooperation with the Department of Social Services and the Atrium for Health.
C. 
Write grant proposals for public health priority funding and other related health grants.
D. 
Submit biannual public health priority funding reports.
E. 
Prepare the Department of Health annual report for Health Departments.
F. 
Maintain close professional relationships with the Visiting Nurses Association, the Women's Health and Counselling Center and the Atrium for Health.
G. 
Advise the New Jersey State Department of Health on all reportable communicable disease reports.
H. 
Perform activities of the sanitarian as needed, including complaint investigation and inspections required by the New Jersey Department of Environmental Protection and the New Jersey State Department of Health.
I. 
Act as the Public Health Coordinator for Millstone Borough.
J. 
Provide support and assistance to the Municipal Health Officer in all areas of health, including recycling, social services and recreation.
K. 
Perform all duties that may be assigned by the Municipal Health Officer.
L. 
During the absence, disability or disqualification of the Health Officer, the Deputy Health Officer shall act in the place of the Health Officer and shall perform the functions and duties of that office.
The Deputy Health Officer shall receive such compensation as is limited by the Salary Ordinance[1] and set by Resolution, as both may be amended from time to time.

The Deputy Health Officer shall be appointed by the Township Committee. The term of office of the Deputy Health Officer shall be three years.
The Township Committee may remove the Deputy Health Officer pursuant to the provisions of Chapter 89 of the Municipal Code entitled "Personnel Policies" and in accordance with New Jersey law.
