A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the Jefferson Township volunteer fire fighters and Jefferson Township Rescue Squad and the Milton First Aid Squad for their loyal, diligent and devoted services to the residents of Jefferson Township.

The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Township of Jefferson pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code and this chapter.
The LOSAP criteria for eligibility will be determined by a point system for a volunteer member to be eligible for an annual contribution. Five years of service, from the effective date of this chapter, not necessarily consecutive, are required for vesting. The annual contribution shall be $1,150 per eligible member. The contribution shall be subject to annual increases tied to any increase in the consumer price index as issued by the United States Department of Labor for the New York Metropolitan Area for all goods and services. For all volunteers in good standing who have at least five years of service as of the effective date of this chapter, they shall be deemed to have been vested as of the effective date of this chapter. All volunteers in good standing as of the effective date of this chapter who have less than five years of service shall receive a credit for the five years vesting period equal to the number of years they have served or portions of years thereof.
The estimated cost of the program has been calculated at $167,000 per year for regular annual services.
Each active volunteer member shall be credited with points for volunteer services provided to the volunteer fire departments and rescue squads in accordance with the following schedule:
