No person, firm or corporation shall pump water from any basement or well or otherwise cause or permit the discharge of any water or liquid substance upon or along any Township road, right-of-way, drain, catch basin, gutter, public way, street, highway or other public place, except in accordance with the terms and provisions of §
481-7.

The enforcement of this article shall be under
the supervision of the Director of the Department of Public Works
who shall cause suitable inspections to be made, where appropriate,
relative to compliance with this article and/or to investigate complaints
relative to noncompliance with this article. The Director of the Department
of Public Works or any police officer of the Township of Jefferson
may file complaints in the Municipal Court of the Township of Jefferson
for all violations of this article.

Any person who shall violate any provision of
this article shall, upon conviction thereof, be subject to a penalty
of a maximum fine of $2,000, imprisonment for not more than 90 days
or a period of community service for not more than 90 days, or any
combination thereof.
