[HISTORY: Adopted by the Mayor and Council of the Borough of Kinnelon 7-21-1988 by Ord. No. 11-88; amended in its entirety 12-16-1993 by Ord. No. 15-93 (Ch. 19 of the 1972 Code). Subsequent amendments noted where applicable.]
A. 
An Alliance Committee for positive community service is hereby created in the Borough of Kinnelon and shall consist of seven persons, who shall be residents or employees of the Borough of Kinnelon or the Board of Education of the Borough of Kinnelon, said persons to be appointed by the Mayor with the advice and consent of the Council. The Kinnelon Alliance Committee shall be known as "K-CARES."

B. 
Appointment and term. Members shall be appointed at the Borough Council annual reorganization meeting and the terms for all said members shall be for three years.

C. 
If any vacancy occurs in said Committee by death, resignation, inability of any member to serve for any reason, including because he or she ceases to remain a resident or employee of the Borough or Board of Education of the Borough of Kinnelon, or in any other case, the appointment to fill such vacancy shall be made in the manner in which the original appointments are to be made, but for the unexpired term only.

A. 
The powers and duties vested in the Committee shall include:
(1) 
Serving as a resource body for planning, developing and coordinating the implementation programs focused on the problems experienced by our youth.
(2) 
Conducting research, gathering information and disseminating results and/or findings.
(3) 
Serving as a liaison to governmental bodies and agencies.
(4) 
Making such recommendations to the governing body as may be necessary to assist in the elimination of youth problems within the municipalities.
(5) 
Applying for and accepting grants.
(6) 
Serving as the Municipal Alliance Committee to the Morris County Advisory Committee on Alcoholism and Drug Abuse.
B. 
The Committee will act in a merely advisory capacity and shall not have the power to bind the Borough in any manner.
A Chairman, Vice Chairman, Treasurer and Secretary of the Committee shall be elected at an annual meeting during January of each year.
The Secretary of the Committee shall submit annual reports in writing to the Borough clerks on or before October 1 of each year.
The members of the Committee shall serve without compensation.
