Upon declaration of an emergency, there shall be no parking upon streets or sections where temporary emergency no-parking signs are displayed. The Chief of Police or, in his absence, the ranking police officer, is authorized to declare an emergency and to direct the posting of said emergency no-parking signs when accidents, fire or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.

Whenever snow has fallen and accumulation is such that it covers the streets or highways, creating a condition that requires salt or plowing, it shall be deemed that an unsafe weather condition exists. Vehicles shall be prohibited from parking on any street or highway or portions thereof. The declaration of such unsafe weather condition shall remain in effect until after snowfall ceases and the street or highway in question has been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any Borough police officer, Public Works Manager or, if not available, the Road Foreman, may provide for the removal of such vehicle. Before regaining possession of the vehicle, the owner shall pay the reasonable costs of the removal and storage which nay result from such removal.

No person shall throw, put or place snow or ice onto municipal roads or highways, public rights-of-way or onto any road or street, including Smoke Rise by any means, including, but not limited to, shoveling, snow throwing, snow blowing or snowplowing. The owner, tenant, occupant and/or person in control of any private property cited in violation of this provision shall be liable to a penalty of $100 for the first offense. For each subsequent offense, the penalty will be increased in increments of $100, not to exceed $1,000.
