As used in this chapter, the following terms shall have the meanings indicated:
PUBLIC PLACE
Any place to which the general public has access and a right to resort for business, entertainment, or other lawful purpose, but does not necessarily mean a place devoted solely to the uses of the public. It shall also include the front or immediate area of any store, shop, restaurant, tavern, or other place of business and also public grounds, areas, or parks.
The purpose of this chapter is to regulate certain conduct which is not subject to regulation within the New Jersey Criminal Code, Title 2C. Certain conduct and behavior, including but not limited to disorderly conduct and lewd behavior, which are not specifically included within this chapter, are subject to prosecution under N.J.S.A. 2C:33-2 and/or other state law as applicable.
No person within the limits of the Township shall swim, bathe, or be found in a state of nudity while bathing in the tidal waters of the Atlantic Ocean, Barnegat Bay, Manahawkin Bay, Little Egg Harbor or waters adjacent thereto, and no person shall appear in a state of nudity or make any indecent exposure of his or her person on any boat or other craft within the limits of the Township.
No person shall undress or disrobe, or dress or robe, for the purpose of uncovering a bathing suit in any motor vehicle while the same is parked on any road, street, avenue, beach or other public place. This section shall not apply to outer clothing or to children under the age of five years.

No person shall, within the limits of the Township, lodge in any automobile, truck, camping or recreational vehicle, or similar vehicle in any public street, parking lot, or other public property. This prohibition shall not apply to Township public property which has been specifically designated as an area in which camping is permitted.
No person shall park any motor vehicle so that the same shall obstruct any public sidewalk in the Township.
It shall be unlawful for any person to urinate or defecate in any public place except in such places as may be provided for such use.
No person, other than a law enforcement officer as permitted by applicable law, shall bring a firearm, as defined by N.J.S.A. 2C:39-1, into any public building within the Township.
A. 
Any person violating or failing to comply with any of the provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $2,000, by imprisonment for a term not to exceed 90 days, or by community service of not more than 90 days, or any combination of fine, imprisonment and community service as determined in the discretion of the Municipal Court Judge. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
B. 
The violation of any provision of this chapter shall be subject to abatement summarily by a restraining order or injunction issued by a court of competent jurisdiction.
