The Manager shall be appointed and removed in accordance with the Charter.
The Manager shall:
A. 
Be the chief executive and administrative officer of the Township.
B. 
See that all ordinances, resolutions and policies of the Council, and all state laws subject to enforcement by municipal action, are faithfully enforced and executed.
C. 
Represent the Township and assert its proper interests in relation to the state and other political subdivisions, and with respect to Township contracts and franchises.
D. 
Attend all meetings of the Council with the right to take part in the discussions, but without the right to vote.
E. 
Keep the Council advised of the financial condition of the Township, make reports to the Council as requested by it, and at least once a year make an annual report on the administration of the Township government for the benefit of the Council and the public.
F. 
Study the governmental and administrative operations and needs of the Township, and prepare and recommend to the Council necessary and desirable plans and programs to meet present and foreseeable needs.
G. 
Investigate at any time the affairs of any officer or department of the Township.
H. 
Perform such other duties as may be required of the Manager by ordinance or resolution of the Council.
The Manager shall:
A. 
Direct and supervise the administration of all departments of the Township, and be responsible for the maintenance of sound personnel policies and administrative practices and regulations.
B. 
Review and approve or reject all bills and vouchers for payment subject to preaudit and control as provided herein.
C. 
Maintain a continuing review and analysis of budget operations, work programs, and costs of Township services.
D. 
Establish working, personnel, vacation and sick leave schedules and appropriate records and reports.
E. 
Approve or prescribe the internal organization of each department.
F. 
Assign and transfer administrative functions, powers and duties among and within departments, subject to the Charter and the Code of the Township of Livingston.
G. 
Delegate to department heads such powers as he may deem necessary for efficient administration.
A. 
All employees, officers and department heads of the Township shall be appointed and promoted by the Manager, except where the power to appoint or promote rests with the Mayor or the Council by the Code of the Township of Livingston or by statute.
B. 
The Manager shall appoint and remove a deputy Manager, if one be authorized by the Council, all department heads and all other officers, subordinates and employees, except as otherwise provided in the Charter or the Code. The Manager shall also make appointments to boards, committees and agencies as provided in the Charter and the Code. The Manager may delegate to the head of a department the power to appoint and remove subordinates in such department, supervise and control the Manager's appointees, and report all appointments or removals at the next meeting thereafter of the Council.
Except where otherwise expressly required by Charter or general law, all department heads, subordinate officers and employees appointed or hired by the Manager shall hold their appointments and employment at the pleasure of the Manager.
The Manager may designate a qualified administrative officer of the Township to perform the duties of Manager during the temporary absence or disability of the Manager. In the event of the Manager's failure to make such designation, the Council may, by resolution, appoint an officer of the Township to perform the duties of the Manager during such absence or disability until the Manager shall return or the Manager's disability shall cease.
