A.
There is hereby established a Department of Public
Works, the head of which shall be the Township Engineer.
B.
Prior to his appointment, the Township Engineer shall
have been a graduate of an accredited college or school of engineering
and licensed to practice as a professional engineer in this state.
Within the Department of Public Works there
shall be the following divisions:
The Township Engineer shall:
A.
Be responsible for the proper and efficient conduct
of all public works functions of the municipal government;
B.
Supervise and direct the work of the Department of
Public Works;
C.
Provide technical and engineering advice and assistance
to all other departments as needed;
D.
Have power, with the approval of the Manager and within
the limits of available appropriations, to engage such specialized
and consulting engineers for specific projects and purposes as he
may deem necessary for the proper administration of the functions
of the Department.
E.
Subject to the supervision and direction of the Manager,
administer the work of the Department through such divisions as are
provided by this article and otherwise.
A.
Within the Department of Public Works there shall
be a Division of Engineering and Administration, the head of which
shall be the Township Engineer.
B.
The Division of Engineering and Administration shall:
(1)
Prepare plans and specifications for public works
and improvements including sewerage and water supply and distribution
facilities, undertaken by the Township either on force account or
by contract and supervise and inspect all work done thereunder;
(2)
Provide and maintain maps, plans specifications, surveys
and operating records with respect to public property, works and facilities
owned or operated by the Township, and assist the Assessor to maintain
the tax map on a current basis;
(3)
Supervise the performance of any public contracts
for scavenger service and street lighting, and the operations of scavengers
engaged in private contract work within the Township;
(4)
Issue such certificates as may be necessary and approve
all bills with respect to work performed under the Department;
(5)
Issue certificates as to liability for assessment
for municipal improvements, pursuant to law (N.J.S.A. 54:5-18.1 et
seq.) and such other certificates as may be prescribed by general
law or ordinance;
(6)
Inspect and approve the installation of improvements
required pursuant to law as a condition of approval of real estate
subdivisions;
(7)
Supervise and direct the installation and administration
of departmental records, payroll and inventory controls, and cost
analyses subject to the approval of the Manager;
(8)
Perform such other and different engineering services,
and make such reports as may be required by Charter or ordinance or
by the Manager.
A.
Within the Department of Public Works there shall
be a Division of Water and Sewers, the head of which shall be the
Superintendent-Water Engineer.
B.
The Division of Water and Sewers shall:
(1)
Operate, maintain and repair the Township water supply
and distribution system, including wells, booster stations and appurtenances;
(2)
Operate, maintain and repair the Township sanitary
sewerage system, including pumping stations, force main, and sewerage
treatment plant and appurtenances;
(3)
Read consumer meters, and provide reports and records
of consumption to the Division of the Treasury in the Department of
Finance;
(4)
Conduct such tests and maintain such records and files
as are required for the water and sewerage system operations.
A.
Within the Department of Public Works there shall
be a Division of Construction and Maintenance, the head of which shall
be the Supervisor of Maintenance.
B.
The Division of Construction and Maintenance shall:
(1)
Maintain, clean and repair streets and roads of the
Township;
(2)
Construct public streets, sewers, drains, water lines,
public buildings, and parking lots, as directed by the Township Engineer;
(3)
Provide for the maintenance of all public buildings
and grounds, the care of shade trees and greens;
(4)
Plan, administer and control snow removal on streets,
and roads as need appears, within the limits of available appropriations;
(5)
Maintain catch basins, drains and facilities of the
municipal drainage system in a sound condition for efficient operation;
(6)
Operate, maintain, clean and repair as needed all
municipal buildings other than fire department quarters;
(7)
Control and supervise the use of all Township equipment,
maintenance buildings and storage areas used by the Department.
