No person shall be permitted within the territorial
limits of the Township to practice or perform what is known as "fortune-telling,"
"phrenology," "palmistry" or "Oriental sciences," without procuring
a license therefor.

Part of the application process shall be fingerprinting and
an NJSBI check with the applicable fee paid through the LBT Police
Department who shall process same. Those required to apply for these
procedures shall be, according to New Jersey Statutes and the New
Jersey Attorney's office, any and all applicants, officers, directors
and stockholders holding 5% or more of capital stock of any corporation,
as well as members, as the case may be, of any partnership, association
and/or organization applicant.
The fee for each license shall be the sum of
$250 for the fiscal year, or any part of the fiscal year, and shall
be payable immediately upon the issuance thereof.
This section shall restrict the carrying on
of fortune-telling, phrenology, palmistry or oriental sciences to
that part of the building or premises for which the license is granted
and prohibits the solicitation outside of the premises or on any of
the streets within the territorial limits of the township.
No license shall be granted until a certificate
is filed with the Township Clerk by the Health Officer of the township,
showing that the place to be licensed is in a sanitary condition and
complies with the laws of the State of New Jersey and the rules and
regulations of the State Board of Health.

A violation of this chapter shall be punishable as provided in Chapter
1, General Provisions, Article
III, General Penalty.
