Prior to the granting of final approval, the subdivider shall have installed or, if permitted in lieu thereof, shall have furnished performance guaranties as hereinafter provided, for the ultimate installation of the following improvements:
A. 
Streets. All streets shall be surfaced in accordance with § 176-20 and any other applicable standards and specifications of the township. Construction shall be subject to inspection and approval by the Engineer.
B. 
Street name signs. Street name signs shall be placed at all street intersections within or abutting the subdivision. Signs shall be placed in accordance with § 176-22 and any other applicable standards of the township.
C. 
Curbs. Curbs shall be constructed and provided for in accordance with § 176-21 and any other applicable standards and specifications of the township or a suitable alternative to curbs which is approved by the Township Engineer and provides for adequate drainage.
D. 
Monuments. All monuments shall be of the size and shape required by N.J.S.A. 46:23-9.11(q) and shall be placed in accordance with that statute.
E. 
Storm drains. Storm drains shall be constructed and provided for in accordance with § 176-23 and any other applicable standards and specifications of the township and are to be designed for a ten-year storm.
F. 
Water distribution lines. Water distribution lines shall be constructed and provided for in accordance with the requirements of the New Jersey State Department of Health and any other applicable standards and specifications of the township.
G. 
Sanitary sewer plants and collections systems. Sanitary sewer plants and collection systems shall be constructed and provided for in accordance with Article V and any other applicable standards and specifications of the township.
(1) 
Where township, county and regional master plans indicates that construction or extension of sanitary sewers may serve the subdivision area within a reasonable time, the Planning Board shall recommend the installation and capping of sanitary sewer mains and house connections in addition to the installation of temporary individual on-lot sanitary disposal systems. Responsibility for the design and supervision of installation of all capped sewers, laterals and house connections shall be with the utility authority.
(2) 
In the event grades have not been established with respect to the installation of sanitary sewers at the time of filing of the application, the applicant shall pay to the township, by certified check, an amount equal to the cost of the improvement as determined by the Township Engineer. This sum shall be held in trust by the township to be used only for the construction of the improvements. Any balance remaining after the construction of the improvements shall be returned to the applicant without interest.
H. 
Electric, telephone and gas utilities. Electric and telephone utilities shall be constructed and provided for in accordance with § 176-24 and any other applicable standards and specifications of the township.
I. 
Lagoons. Lagoons shall be constructed in accordance with § 176-25 and any other applicable standards and specifications of the township.
J. 
Bridges. Bridges shall comply with the standards set forth by the County of Ocean Road Department, as supplemented.
K. 
Fire hydrants. Fire hydrants and control valves shall be installed in conformance with standards established by the Fire Insurance Rating Organization of New Jersey, as supplemented, with the exception that they shall not be more than 600 feet apart as determined by the Township Engineer. Where possible, hydrants shall be located at the lot line.
All improvements listed in this chapter shall be subject to inspection and approval by the Township Engineer, who shall be notified by the developer at least 48 hours prior to the start of construction. The subdivider shall not begin the installation of any of the improvements until approval is received from the Engineer. All construction shall be subject to inspection and approval by the Engineer. No underground installation shall be covered until inspected and approved, except telephone, gas, electric and cable television. The cost of all improvements and inspections shall be borne by the subdivider.
