No person shall trespass, including but not limited to entering, occupying, using or being upon any portion of the Brigantine National Wildlife Refuge which is located within the territorial jurisdiction of Long Beach Township, except as may specifically be authorized by the rules and regulations promulgated by the United States Fish and Wildlife Service.
No person shall take any animal or plant on any portion of that section of the Brigantine National Wildlife refuge lying within the territorial jurisdiction of the Township of Long Beach.
Traveling or use of any motorized or other vehicle is prohibited in the Brigantine National Wildlife Refuge except below the mean high-water line of the Atlantic Ocean, Beach Haven Inlet and Little Egg Harbor Bay. Use of motorized vehicles in the permitted area shall be under the following regulations:
A. 
All such vehicles shall have an appropriate permit issued by the Township of Long Beach pursuant to the ordinances of this municipality.
B. 
No operator of any vehicle shall be under the influence of any intoxicating beverage or any substance defined by the laws of the State of New Jersey under the Controlled Dangerous Substance Act.[1]

C. 
Driving a vehicle carelessly, or without due caution and circumspection, in a manner so as to endanger or be likely to endanger a person, property or wildlife is prohibited.
D. 
Vehicle speed limits shall not exceed 25 miles per hour.
E. 
Motor vehicles shall not be operated at any time from sunset or sunrise without working headlights and taillights which comply with the regulations for operation on the roads of the State of New Jersey as prescribed by the laws of the State of New Jersey.
F. 
Persons entering and leaving the wildlife area in vehicles shall drive only on designated accessways, and any trespass on adjoining private property shall be prohibited.
Carrying, possessing or discharge of firearms, fireworks or explosives on the portion of Brigantine National Wildlife Refuge situate within the territorial jurisdiction of the Township of Long Beach is forbidden.
The use or possession of crossbows, bows and arrows, air guns, spears, gigs or other weapons on the portion of Brigantine National Wildlife Refuge lying within the Township of Long Beach is forbidden, except that spears, gigs or other paraphernalia suitable for spear fishing as permitted by the laws of the State of New Jersey shall be permitted below the mean high-water line of the Atlantic Ocean, Beach Haven Inlet and Little Egg Harbor Bay.
Disturbing, injuring, spearing, poisoning, destroying, collecting or attempting to disturb, injure, spear, poison, destroy or collect any plant or animal on that portion of Brigantine National Wildlife Refuge lying within the Township of Long Beach is forbidden.
The destruction, injury, defacement, disturbance or the unauthorized removal of any public property, including natural objects, signs, fences, beach protection devices or any private property from that portion of Brigantine National Wildlife Refuge lying within the boundary of Long Beach Township is forbidden.
Entering or remaining in that portion of Brigantine National Wildlife Refuge lying within the Township of Long Beach when under the influence of alcohol is forbidden.
The possession of any alcoholic beverage or any controlled dangerous substance as defined under the New Jersey Controlled Dangerous Substance Act[1] on that portion of Brigantine National Wildlife Refuge lying within the territorial jurisdiction of the Township of Long Beach is forbidden.

Any act of indecency or disorderly conduct as defined by the laws of the State of New Jersey is forbidden on that portion of Brigantine National Wildlife Refuge lying within the Township of Long Beach.
It shall be unlawful to disturb, molest or interfere with any employee of the United States or any employee of Long Beach Township, Ocean County or the State of New Jersey engaged in official business or with any private person engaged in the pursuit of an authorized activity on that portion of Brigantine National Wildlife Refuge in that section of the refuge lying within the territorial jurisdiction of Long Beach Township.
Abandoning, disregarding or otherwise leaving any personal property or littering, disposing or dumping in any manner of garbage, refuse, earth, rocks or other debris, trash or waste of any kind, nature or description on that portion of the Brigantine National Wildlife Refuge lying within the Township of Long Beach is prohibited.
Setting on fire or causing to be set on fire any timber, brush, grass or other inflammable material, including camp or cooking fires, is forbidden. Throwing a burning cigarette, match or other lighted substance or discarding a burning cigarette, match or other lighted substance away without seeing that it is first thoroughly extinguished, in that portion of the Brigantine National Wildlife Refuge lying within the Township of Long Beach, is forbidden.
Sleeping or camping on that portion of the Brigantine National Wildlife Refuge lying within the Township of Long Beach, between sunset and sunrise, local time prevailing, is forbidden.

A violation of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article III, General Penalty.
