Handicapped ramps shall be installed by affected property owners, at their sole cost and expense, at all street corners and street ends terminating at the beach and the bay under the following circumstances:
A. 
Prior to issuance of a certificate of occupancy arising from the issuance of a development permit for construction on the lot adjoining the affected sidewalks and curb.
B. 
At such time any portion of the sidewalk and/or curb connected to, or a part of, a lot containing a street corner and/or street end terminating at the beach and/or the bay is repaired or replaced for any reason.

The handicapped ramps shall be installed in accordance with the engineering and construction criteria set forth in the applicable State of New Jersey Regulations and the BOCA Code, as amended from time to time. In the event of a conflict between said regulations and Code, the more strict provisions shall apply.
Any person who shall violate any of the provisions of this article shall, upon conviction thereof, be punishable by a fine of not more than $500, or by imprisonment for a term not exceeding 90 days, or both. Each day of violation shall be considered a separate violation such to said penalty.
