A. 
Minimum and uniform regulations. The regulations set by this chapter within each district shall be minimum regulations and shall apply uniformly to each class or kind of structure or land.
B. 
Use of land, construction of buildings. On and after the effective date of this chapter, no person shall occupy or use any land or construct or locate any building within the bounds of the Township of Mansfield except in conformity with the restrictions and regulations established by this chapter for the district in which such land or building is located and in conformity with all other pertinent terms and provisions of this chapter.

Existing uses and structures. In all districts, after the effective date of this chapter, any existing building or other structure or any tract of land or use which is not in conformity with the regulations for the district in which it is located shall be deemed as nonconforming and be subject to the appropriate regulations of this chapter governing such nonconforming uses, lots and structures.
D. 
Issuance of permits. All structures for which permits have been obtained and the construction of which, or a portion of which, has been begun, or for which a contract or contracts have been let, pursuant to a permit issued prior to the passage of this chapter, may be completed and used in accordance with the plans for which said permit was granted.
E. 
Commencement of construction. Nothing herein contained shall require any change in laws or construction of a lawful use where building permits have been issued before the effective date of this chapter and which are completed within six months of the effective date of this chapter, provided that more than six months may be allowed by the Township for large construction projects, but if no substantial construction has been made and no contract or contracts have been let prior to the effective date of the chapter, then the building permits affected are hereby declared void.
F. 
Conflicts with other regulations. The interpretation of the regulations of this chapter is intended to be such that whenever these requirements are at variance with any other lawfully adopted rules, regulations, ordinances, deed restrictions or convenants, as particularly refer to area and bulk regulations and impose higher standards, the most restrictive requirement shall govern.
G. 
Any use not specifically permitted, conditionally permitted or permitted as an accessory use is hereby prohibited.
