All the sidewalks in Columbus, in the Township of Mansfield aforesaid, on both sides of the road leading from Bordentown to Chambers' Corner or Main Street, from a point opposite the south side of the lane leading into the property of Joseph E. Stevenson to a point, the north property line of property of Edwin A. Ingling, shall be curbed, by or at the expense of the owners of the land bordering thereon.
All curbing shall be built and constructed in a good and workmanlike manner, of monolithic concrete, one part portland cement, two parts clear, sharp sand and four parts five-eighths-inch washed pebbles. Said curbs shall be six inches wide at the top, eight inches wide at the base and 18 inches deep, and shall be inspected by the Township Committee and built and constructed to the satisfaction of said Committee.
When, at the time of the passing of this article, curbing shall have been constructed and be in place and shall be approved by the Township Committee, such curbing shall not be disturbed and need not be reconstructed.
Every owner of any land bordering on the portion of the road or street aforesaid, in front of which there is no curb as aforesaid, shall, within three months after the final passage of this article, at his or her own expense, cause a concrete curb as aforesaid to be built and constructed on and in front of his or her land as aforesaid.
If any person or persons being the owner of any lands affected by this article shall neglect, after notice given as required by law, to construct any curb by this article directed and required as herein provided, the Township Committee of the Township of Mansfield aforesaid shall cause such curbs as herein provided to be constructed as required by law, and the cost of making and constructing any such curbs shall be collected as provided by law from the owner or owners of the land in front of which the same shall be so constructed.
This article shall take effect immediately upon its proper publication.
