The Township of Moorestown finds that many buildings and structures, especially dwellings, are not provided with address identification numbers or are provided with numbers that are illegible, unreadable, fully or partially obstructed from view or too small or too far from the street frontage to be identified. The intent of these regulations is to require the clear display of authorized and assigned house or building numbers on every building fronting on any street in the Township of Moorestown in order to assist the general public, public and private emergency services and law enforcement and municipal officials in identifying any property in case of emergency or in the execution of official duties by public officials or otherwise.
All residential, commercial, industrial or other structures erected or to be erected within the Township of Moorestown shall display address identification numbers as provided herein and in accordance with specifications provided herein.
The owner, occupant or lessee of each and every structure which now fronts or which may hereafter front upon any public or private street within the Township of Moorestown shall, at his own expense, within three months after the adoption and publication of this chapter, cause the authorized and assigned number of such structure to be permanently and conspicuously placed in accordance with the specifications set forth herein.
House or building numbers shall be:
A. 
In arabic numerals.
B. 
Height and width.
(1) 
A minimum height of three inches and a minimum width of one-half-inch stroke for residential properties and six inches minimum height and a minimum width of one-inch stroke for commercial properties.
(2) 
Exception. Commercial buildings that have a setback from the street line of 50 feet or more will have numerals of a minimum height of 12 inches and a minimum of a two-inch stroke.

C. 
Mounted in a secure fashion to the front wall or porch of the building so as to be clearly visible from the street.
D. 
Sufficiently legible as to contrasting background, arrangement, spacing and uniformity so as to be clearly visible from the street.
E. 
At least 30 inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.
A. 
If numbers affixed to the front of the building would not be visible from the street, as required in the previous section, then the owner, occupant or lessee shall provide, in addition to the numbers posted on the front of the structure, an additional set of Arabic numbers upon a post, rod or other type of fixture of substantial nature or a mailbox at or near the road frontage with the same numbers affixed thereon and so located upon the same, so that the numbers are conspicuous and visible in any direction from the street upon which the building fronts.
B. 
Commercial structures with freestanding signs set back not more than 30 feet from the street line will affix or incorporate Arabic numbers to said signs, if the building numerals are not visible from the street. Said numerals shall be a minimum of six inches in height and a minimum in width of one-inch stroke.

House or building numbers shall be determined by the Department of Community Development after consultation with the Township 911 Coordinator and Tax Assessor. Every owner, occupant or lessee of a building constructed or to be constructed in The Township of Moorestown shall apply to the Tax Assessor if no number has been previously assigned for an authorized number in accordance with this chapter.
Garden apartments, townhouse and condominium complexes shall provide such building and apartment numbers as are provided for in these regulations.
Any structure erected, repaired, altered or modified after the effective date of this chapter shall have the certificate of occupancy, or any other certificate, withheld by the Construction Official until permanent and proper numbers have been affixed to the building.
The certificate of smoke detector compliance issued to one- and two-family dwellings pursuant to the New Jersey Uniform Fire Code, N.J.A.C. 5:18-2.3, shall be withheld by the Fire Official until permanent and proper numbers have been affixed to the building.
A. 
Any person who shall violate any provision of this chapter shall, upon conviction thereof, be subject to:
(1) 
A fine not exceeding $100 for each offense;
(2) 
A period of community service, within the meaning and limits of and as referred to in N.J.S.A. 40:69A-29, as amended and supplemented, and other applicable law; or

(3) 
Both such a fine and such a period of community service.
B. 
Each day that a particular violation continues shall be considered a separate offense.
