No itinerant vendor or other person shall sell or offer for sale any goods, wares, food or merchandise in or adjacent to Iron Works Park, Mill Dam Park or Monroe Park without a special permit therefor.

Application for a special permit shall be made to the Township Clerk, upon forms provided by the Township, and accompanied by a fee of $55. Applications shall be submitted to the Township Council for approval. If approved, permits shall be issued for a one-day period, in the discretion of the Township Council. If disapproved, the application fee shall be refunded.
The issuance of an itinerant vendor's license by the Township shall not permit sales by such vendors in or adjacent to Iron Works, Mill Dam or Monroe Parks without such vendors' having first obtained the special permit required by this article.
It is hereby declared to be the policy of the Township Council that no vendors or other persons shall be permitted to sell within or at Iron Works, Mill Dam or Monroe Parks except in connection with special events or celebrations.
The provisions of this article shall not apply to the operation of the permanent concession stands in Iron Works Park or Monroe Park, the net proceeds of which are used to help fund Township recreational activities.

Any person in violation of this article shall, upon conviction, be punishable by a fine not to exceed $2,000 or imprisonment for a term of not more than 90 days, or both.
