The Planning Board as heretofore established
and empowered pursuant to law (N.J.S.A. 40:55-1.4 et seq.) is continued,
and the members shall be appointed in accordance with the applicable
statutes.[2]
The Zoning Board of Adjustment as heretofore
established and empowered pursuant to law (N.J.S.A. 40:55-36 et seq.)
is continued, and the members shall be appointed by the Council and
in accordance with applicable statutes.[2]
The Municipal Court as heretofore constituted
and empowered pursuant to ordinance and general law is continued,
and the Municipal Court Judge shall be appointed by the Council for
the term prescribed by law.[1]
There shall be a Municipal Utilities Authority
in and for the Township of Mount Laurel, to be known and designated
as the "Mount Laurel Municipal Utilities Authority" and appointed
by Council. The Municipal Utilities Authority shall have all of the
rights and powers granted and be subject to all of the duties and
obligations imposed under the Municipal Utilities Authorities Law
of the State of New Jersey (P.L. 1957, c.183, N.J.S.A. 40:14B-1 et
seq.).[1]
There shall be a Shade Tree Advisory Committee
consisting of five members, who shall be appointed by the Council.
Each member of the Committee shall serve for a term of three years,
except that of those first appointed, one shall be appointed for a
term of one year, two for two years and two for three years. The Committee
shall advise and assist the Council and the Manager with respect to
the selection, planting, care, culture, trimming and development of
shade trees in the township. It shall develop and recommend to the
Council and the Manager a suitable shade tree program for the township.
Within the Department of Parks and Recreation
shall be a Recreation Advisory Committee, to consist of 12 members
to be appointed by the Council. Each member shall serve for a term
of three years, except that of those first appointed, four shall be
appointed for a term of one year and four for a term of two years.
The Committee shall provide for its own organization and shall consult
and advise the Council, Manager and Director from time to time with
respect to recreational policies, programs and activities within the
township. The Recreation Commission heretofore created is continued
as an advisory body, to be known as the "Recreation Advisory Committee."[1]
There shall be an Economic Development Committee,
which shall consist of no more than 15 members to be appointed by
the Council. Each member shall serve for a term of three years, except
that of those first appointed, five shall be appointed for a term
of one year, five for two years and five for three years. The Committee
shall advise and consult with the Council, Manager and Planning Board
with respect to problems relating to the economic development of the
township. The Committee shall prepare and present to the Council such
programs and activities as it may find appropriate for economic development
purposes.[1]
There shall be a Watershed Advisory Committee
constituted of five members appointed by Council for a term of two
years, with such duties and responsibilities as Council may from time
to time designate.

A.Â
There shall be a Site Plan Review Advisory Board which
shall consist of seven members to be appointed by the Council for
a term of one year. Membership on said Board shall be as follows:
(1)Â
One member shall be a member of the Council who is
not a member of the Planning Board.
(2)Â
One member shall be a regular member of the Zoning
Board of Adjustment.
(3)Â
One member shall be an alternate to the Zoning Board
of Adjustment.
(4)Â
Two members shall be Class IV members of the Planning
Board.
(5)Â
The remaining two members shall be citizens of the
township.
B.Â
The Site Plan Review Advisory Board shall review site
plans, consult with the Planning Board and shall formulate uniform
rules and procedures with respect to applications for site plan approval
and make recommendation concerning the same to the Planning Board
and the Council.

A.Â
There is hereby established within the Township of
Mount Laurel and pursuant to the decision of the voters of the Township
of Mount Laurel on November 6, 1973, the Mount Laurel Free Public
Library.
B.Â
The Mount Laurel Free Public Library shall be operated
pursuant to law and its administration subject to the control and
direction of the Library Board of Trustees.
C.Â
The number of trustees of the Mount Laurel Free Public
Library Board of Trustees is hereby expanded pursuant to the provisions
of N.J.S.A. 40:54-9 to consist of seven citizen members of the Board
in addition to the other members required by law.
D.Â
The terms of all citizen members of the Board of Trustees
shall be for a period of five years from the date of the appointment
of such members.
E.Â
The Mount Laurel Township Council appointment of members
to the Mount Laurel Township Free Public Library Board of Trustees
shall be by resolution.
The Juvenile Conference Committee as heretofore
requested by resolution and appointed is continued with the functions,
powers and duties prescribed by general law.
There shall be a Fire Prevention Advisory Board
constituted of the Fire Marshal, Fire Chiefs of Departments and the
Building Inspector, appointed by the Council for a term of one year
with such duties and responsibilities as Council may from time to
time designate. The Fire Prevention Board heretofore created is continued
as an advisory body, to be known as the "Fire Prevention Advisory
Board."
There shall be a Health Advisory Board constituted
of the Building Inspector, the Township Physician, Fire Marshal, Plumbing
Inspector and two residents of the township, appointed by Council
for a term of two years and with such duties and responsibilities
as Council may from time to time designate.

The Environmental Commission heretofore created
by ordinance pursuant to general law (but not the members thereof)
is continued with the functions, powers and duties prescribed by general
law and the provisions of N.J.S.A. 40:56A-1 et seq., as amended and
supplemented. The Commission shall be constituted of seven members
appointed by the Manager, one of whom shall also be a member of the
Planning Board and all of whom shall be residents of the township.[1]

There shall be a Long Range Planning Commission
which shall consist of nine members to be appointed by Council, one
of whom shall serve as Chairman, which Chairman shall be designated
by the Council. Said Commission shall undertake to study the long-range
planning and zoning goals of the township as well as the long-range
capital improvement program for the township and shall make recommendations
concerning these matters and such other long-range planning matters
as may be assigned to it for study to the Mayor, Township Council,
Planning Board, Township Manager and such other persons or boards
of the township as it may deem appropriate. Each member of the Commission
shall serve for a term of three years, except that of those first
appointed, four shall be appointed for a term of one year and five
shall be appointed for a term of two years.

A.Â
The Senior Citizens Advisory Committee is hereby created
and established.
B.Â
The Township Council shall appoint five residents
of the Township of Mount Laurel to serve on the Senior Citizens Advisory
Committee. At the time of the initial appointments, two of the five
members shall be appointed for one year. At the time of the initial
appointment, two other members shall be appointed for a term of two
years, and one of the members shall be appointed for a term of three
years. The initial one-year appointments shall expire on December
31, 1986; the initial two-year appointments shall expire December
31, 1987; and the initial three-year appointment shall expire on December
31, 1988. All appointments to the Senior Citizens Advisory Committee,
after the initial appointment, shall be for a period of three years.
D.Â
The Senior Citizens Advisory Committee shall meet
regularly and at least once a month and shall, at its first meeting,
elect amongst itself a Chairman who shall preside over all meetings.
E.Â
The conduct of the Senior Citizens Advisory Committee
shall be governed by rules and bylaws which shall be established within
three months from the creation of such Committee, which rules and
bylaws must be approved by the Township Council.
F.Â
The Senior Citizens Advisory Committee shall be responsible
for providing consultation, aid, advice and assistance to the senior
citizens of the Township of Mount Laurel for those problems that are
unique to them.
G.Â
The Senior Citizens Advisory Committee, with the assent
of the Township Council, may conduct research for the purpose of developing
programs for the benefit of the senior citizen population of the Township
of Mount Laurel and the Council on the establishment of policies that
will assist in the resolution of the problems of senior citizens.
The Local Assistance Board heretofore created
(but not the members thereof) is continued with the functions, powers
and duties prescribed by general law and the provisions of N.J.S.A.
44:8-6, as amended and supplemented. The Board shall be constituted
of five members, at least one of whom shall be a woman and not more
than one of whom may be a member of Council, appointed by the Manager
for a term of four years.
In addition to such offices and boards as are
provided by this Article, there shall be such advisory boards and
committees as are otherwise constituted and empowered by the Charter
or this chapter.
The Manager shall appoint and may remove such
technical, professional and clerical personnel as may be required
for the administration of any office, board or commission referred
to in this Article, in accordance with the Charter. Insofar as practicable,
staff services for any such office, board or commission shall be provided
by full-time township employees.
