Editor's Note: With the adoption of Ord. No. 1971-1 on 1-18-1971, the former Township Committee became the Township Council, which change has been reflected throughout this chapter. See Ch. 4, Administration of Government, Art. II.
The Mayor may, in his discretion, appoint not less than three nor more than seven persons, who shall be citizens and residents of the township, as members of the Board. The Commissioners first appointed shall be appointed for terms of one, two, three, four and five years, respectively, beginning on the first day of January of the year in which they shall have been appointed, in such a manner that the term of at least one Commissioner and not more than two Commissioners shall expire in each year according to the number appointed by the Mayor. Thereafter all appointments shall be for the term of three years if the Board consists of three members, or five years if the Board consists of five or seven members, according to the number appointed to comprise the Board, and vacancies shall be filled for the unexpired term only. The members shall serve until their respective successors are appointed and shall qualify. The members shall receive no compensation for their services.
The said Board shall have such powers and receive such financial aid as shall be authorized by N.J.S.A. 40:12-1 to 40:12-15, inclusive, except the Board shall not acquire lands for public playgrounds and recreation places by purchase, lease or condemnation unless the Township Council shall have first appropriated a sum sufficient for this purpose.
All those lands owned by the Township of Mount Laurel which have been dedicated as park or recreational areas and all other such lands as shall be designated by the Township Council by resolution as playground and park and recreational places from time to time are hereby placed under the jurisdiction of the Board.
The said Board hereby created shall have full control of all lands acquired or leased by the township and designated by the Township Council as a playground or recreation place and shall adopt suitable rules, regulations and bylaws for the use thereof and the conduct of all persons while on or using the same.
Any person, firm or corporation who, by himself or through his agents, servants or employees, violates any of the rules and regulations made pursuant to this chapter, shall, upon conviction thereof by a court of competent jurisdiction, be subject to a fine not exceeding $100 or imprisonment in the county jail for a term not exceeding 10 days, or both, in the discretion of the court before whom such conviction shall be had.
