Not more than seven plenary retail consumption
licenses shall be granted and be issued and outstanding at any one
time within the Borough of Hasbrouck Heights.

Not more than four plenary retail distribution
licenses shall be granted and be issued and outstanding at any one
time in the Borough of Hasbrouck Heights.

Nothing in this article shall prevent the issuance
of a new license, in accordance with N.J.S.A. 33:1-12.20, to a person
who operates a hotel or motel.
