No certificate of occupancy, which may be required
by the owner or occupant of any premises or structure thereupon as
a condition precedent for such use and/or occupancy thereof, shall
be issued if the issuing officer finds or is informed by the code
official that the premises or structure thereupon fails in any respect
to comply with any of the terms of this chapter.
