A.
No property owner shall discharge sanitary sewage
into the Borough sewerage system by means of a force main except and
until the Mayor and Council shall have first approved an application
from such property owner for a permit so to do.
B.
The application for such permit shall be in writing
and shall be accompanied by plans, profiles and specifications of
the proposed force main prepared by a licensed professional engineer.
Said plans and specifications shall clearly show the location of the
proposed force main, the size of the same, the maximum quantity of
discharge and the location and manner of connection to the Borough
sewerage system.
The work done under said permit shall meet the
following minimum specifications:
A.
All pipes and fittings used in the construction of
any force main shall be first-grade C1 100 cast-iron pipe and shall
conform to the requirements of ASA Standard A 21.6 or A 21.8, and
fittings shall conform to the requirements of AWWA Specification C
100 or C 111.
B.
Joints shall be of the bell-and-spigot, mechanical-joint,
Tyton-rubberring type or equal. If the bell-and-spigot type is used,
it shall be caulked with oakum and pure lead, which shall be well
caulked in place after cooling to prevent any leakage. If a mechanical
joint, Tyton or an equal joint is used, it shall be constructed in
accordance with detailed instructions by the manufacturer.
C.
If connection to the Borough sewerage system is to
be made into an existing force main or pressure line, it shall be
connected by means of a tapping sleeve and valve and shall also have
a check valve attached thereto to prevent any back pressure.
D.
Where the proposed force main is to cross any Borough
street or highway, a road-opening permit shall be required.[1] If it is necessary to cross any county or state highway,
a permit of said jurisdiction shall be first obtained by the owner
or owners before a Borough permit shall be issued. If said force main
is to be constructed across any brook or established drainage canal
or ditch, it shall be laid no less than two feet below the bottom
of said brook, drainage canal or ditch, and there shall be no joints
within the bed of said brook, drainage canal or ditch.
On the filing of any application for a permit
for the use of a force main, the plans and specifications shall be
submitted to either the Superintendent of Public Works or the Borough
Engineer, who shall examine the same and make his recommendation in
respect thereto to the Mayor and Council.
The Superintendent of Public Works shall inspect
the construction of all work in connection with the use of such force
main, and no pipe shall be backfilled unless it has been inspected
and approved by him.
