The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

No person shall park any vehicle on the public streets and highways within the limits of the Borough of Hasbrouck Heights at any time between the hours of 2:00 a.m. and 6:00 a.m. of any day; provided, however, that the officer in charge of the police desk of the Police Department be and is hereby authorized to permit, in the case of emergency, any disabled vehicle which cannot be operated, or the operation of which would be unsafe, to park for not more than 12 hours, and such parking in such case shall not be a violation of the terms of this section. Exempt from the prohibition hereof shall be the motor vehicle of the Chief and First Assistant Chief of the Fire Department as such vehicle qualifies as an emergency vehicle under N.J.S.A. 39:4-92.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§ 261-43), attached to and made a part of this chapter.

No person shall park a truck, trailer, or attached combinations thereof, omnibus, or any other motor vehicle having a width including appurtenances or overhanging load in excess of eight feet or a length including appurtenances or overhanging load in excess of 19 feet upon any public street in the Borough of Hasbrouck Heights at any time except:
A. 
When such motor vehicle is parked in a location at which parking is otherwise permitted and when it is actively engaged in the loading or delivery of passengers, goods or materials from or to premises in front of which it is directly parked and then only for so long as it is actively being loaded or unloaded; or
B. 
When such vehicle is necessary to the rendering of services to the premises, or the owners or occupants thereof, in front of which it is directly parked if parking in that location is otherwise permitted and then only for so long as is necessary to the rendering of such services.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 261-44), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 261-45) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule XVI (§ 261-46) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 261-47) at any time between the hours listed in said Schedule XVII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVIII (§ 261-48) except at the angle designated and only within the painted white stall lines.
The locations described in Schedule XIX (§ 261-49), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XX (§ 261-50), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXI (§ 261-51), attached to and made a part of this chapter, are hereby designated as bus stops.

Any unoccupied vehicle parked or standing in violation of this Article III shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

No person shall stop or stand a motor vehicle in any parking place within the Borough of Hasbrouck Heights which has been specified in Schedule XXIII (§ 261-53) of this chapter unless such motor vehicle bears a valid special vehicle identification card, a valid wheelchair placard or valid wheelchair symbol license plate, any of which having been duly issued by the Division of Motor Vehicles pursuant to law for a vehicle owned by a handicapped person or a vehicle owned by another occupant of the residence of, and who is a member of the immediate family of, a handicapped person.
