streets at a speed greater than that listed:

The fact that the speed of a vehicle does not
exceed the aforementioned maximum speed limits does not relieve the
driver from the duty to decrease the speed to a speed which is reasonable
and prudent with regard to traffic conditions and the use of said
streets.

Every person convicted of a violation of any
provision of this article shall be punished by a fine not to exceed
$100, plus court costs.
