For the purpose of improving the efficiency of handling cases of persons guilty of minor infractions of Ordinance No. 109, commonly known as the “Traffic Code,”[1] and any amendments or traffic regulation orders thereto, there is hereby established within the Village of New Haven a Violations Bureau, at which minor cases of violations of Ordinance No. 109 may be settled on payment of a predetermined fine at the option of the person so charged with such violation, as hereinafter set forth.

Any person who shall be charged with violating any provision of Ordinance No. 109, commonly known as the “Traffic Code,” corresponding to an offense listed in the schedule contained in this article may, if he so elects, in lieu of being required to attend court as a respondent in a criminal case, make the payment to the Violations Bureau for the offense so charged, in the amount scheduled for such offense. Any person so charged, however, may demand that the regular proceedings be followed, and decline to settle such alleged violation at the Violations Bureau.
A. 
A record shall be kept in a book entitled "Violations Bureau Record" in which shall be enter the following:
(1) 
Violation ticket number.
(2) 
Date the violation ticket was issued.
(3) 
License number of vehicle.
(4) 
Name of the offender.
(5) 
Address of the offender.
(6) 
Date of reporting.
(7) 
Character of the offense.
(8) 
Amount of fine.
B. 
All entries shall be made in chronological order in accordance with the ticket number.
When a ticket is lost, defaced or destroyed, the word "void" shall be entered in the Violation Bureau record after the corresponding number. The Village Treasurer shall give to the person paying fine hereunder a receipt (retaining a carbon copy) on which shall be recorded the name of the person fined, date, character of the offense and the amount of the fine.
