This chapter shall be known and may be cited as the "Offenses Ordinance of the Village of New Haven."
This chapter is enacted to provide for the safe, convenient and lawful use of public streets, sidewalks and rights-of-way for all people visiting or living within the community and to provide for the safe, convenient and lawful use of private properties by the owners or renters or other authorized users thereof.
No person, firm, corporation or other entity shall:
A. 
Beg in any street or public place in the Village.
B. 
Disturb the peace of any person by making loud or unusual noises vocally or by using any mechanical, electronic or artificial device, nor shall any person, firm, corporation or other entity permit such actions upon any premises owned by them or under their control.
C. 
Drink or consume any alcoholic beverages on any street, sidewalk or public right-of-way, nor be intoxicated on any street, sidewalk or public right-of-way or within any public or private place to the annoyance of any person.
D. 
Engage in fighting or commit an assault or assault and battery on any person or challenge anyone to fight or threaten the safety of any person or harass or deny them the peaceful, legal use of public or private property.
E. 
Discharge any firearm within the Village except in the performance of an official duty authorized by the Village Council.
F. 
Discharge any BB gun, pellet gun, air gun, CO2 or pneumatic gun or device or bow or crossbow or other device capable of propelling any projectile with sufficient force to shatter glass or kill or injure birds or small animals beyond a distance of 20 feet.
G. 
Engage for hire in the practice of fortune-telling, mind reading, character reading or phrenology.
H. 
Congregate, loiter or lounge on the sidewalks, streets or public rights-of-way or in the doorways of buildings abutting the public sidewalks, causing inconvenience to the owners or occupants of such buildings. Any person standing or sitting on any curb or sidewalk or in any doorway abutting the sidewalk, causing concern, inconvenience or harassment to shoppers, store owners, or passersby, shall, when directed by a police officer, depart to his or her place of employment or residence or to some other legitimate endeavor at once. The usage of the public sidewalks by anyone including the employees of firms located adjacent to the business district or any public sidewalks or streets in the Village for loitering, lounging or any other purpose that tends to discourage and inconvenience the use of public sidewalks and streets within the Village of New Haven is expressly prohibited.

I. 
Congregate, loiter, lounge or trespass on any private property within the Village of New Haven without permission of the owner or renter.
J. 
Engage in any indecent, immoral or obscene conduct or make any indecent exposure of one's person in any public place or in any place exposed to public view or enter upon any private property for the purpose of window peeping.
K. 
Use any profane or obscene language in any public place or where such language may be heard by persons in a public place.
L. 
Resist any police officer or any person duly empowered with police authority while in the discharge of his duties, nor in any way interfere or hinder him in the discharge of his duties.
(1) 
No person, firm, corporation or other entity shall refuse or fail to obey the direction, command, or signal of a police officer acting in the lawful performance of his duty.

M. 
Throw, deposit or scatter any waste, garbage, rubbish or other material on any sidewalk, street, alley, public property or any private property of another.
N. 
Keep any refrigerator, freezer, washing machine, or other type of appliance or device incapable of being opened from the inside on any porch or in any yard or other location, public or private, where accessible to children.
O. 
Keep partially dismantled or inoperable motor vehicles not enclosed with a garage, on public or private property, longer than 10 days, nor keep any motor vehicle on any public or private premises not enclosed within a garage longer than 10 days without displaying thereon a valid current vehicle license and using the vehicle on a regular basis at least once every 10 days as a means of transportation. If any motor vehicle remains on any premises not enclosed and unused for periods exceeding 10 days, it shall be deemed prima facie evidence that such vehicle is an inoperable or junk car.
P. 
Keep or accumulate or permit the accumulation on or in any private parking lots, residential yards or outbuildings of quantities of wood, mineral, cardboard, paper, metal, plastic or by-products thereof or any trash, rubbish or garbage that creates an unsightly, unsanitary or unsafe condition from the standpoint of neighborhood appearance, fire control, insect or vermin control.

Any person, firm or corporation or other entity or anyone acting on their behalf who shall violate any of the provisions of this chapter shall, upon conviction thereof, be guilty of a misdemeanor punishable by imprisonment for not more than 90 days or a fine of not less than $50 nor more than $500, or both.
