This chapter is enacted for the purpose of regulating the use of parks under the control of the Village of New Haven and to prohibit their use by the public during certain hours.
As used in this chapter, the following terms shall have the meanings indicated:
PERSON
The term person shall include any individual, firm, copartnership or corporation, private or public.
TIME
The times set forth herein shall refer to Eastern standard time or daylight saving time, depending upon which is in effect within the boundaries of the Village of New Haven.
All parks under the control of the Village of New Haven shall remain open from 7:00 a.m. each morning until 10:00 p.m. each night and shall remain closed from 10:00 p.m. each evening until 7:00 a.m. the following morning.

A. 
No person shall remain in or enter into any public park from the hours of 10:00 p.m. each night until 7:00 a.m. the following morning unless he or she has received written permission to do so from an authorized Village official.
B. 
No person shall consume alcoholic beverages in a Village park unless it is at a special event specifically authorized by a special permit approved by the Village Council and in accordance with the rules of the Michigan Liquor Control Commission.
C. 
No person shall stay, sit or otherwise loiter in or on a motor vehicle or anywhere else in a Village park for the purpose of drinking alcoholic beverages, playing loud music, making loud noises, or otherwise harassing people using the park.

Any person who violates any provision of this chapter shall be subject to the penalties set forth in Chapter 59, Municipal Civil Infractions, of the Code of the Village of New Haven.
