A.
At the time the applicant furnishes to the Village
Clerk the plans for review by the Village Engineer he shall pay 1 1/4%
of the cost of the improvement as estimated by a registered engineer
to cover costs of plan review by the Village Engineer. In addition,
no owner or contractor shall commence construction of any nature whatsoever
until he has obtained a building or construction permit from the Village
Building Inspector, and no building or construction permit shall be
issued to an owner or contractor or any other person until he has
deposited the following inspection fees:

B.
At the completion of the project, if the deposit made
toward the cost of the total inspection fee, as hereinabove provided,
is insufficient, then the owner or contractor shall pay such additional
amount as may be required to reimburse the Village of New Haven for
the total inspection cost prior to the final acceptance of the project.
If, at the completion of the project, it is ascertained that the total
inspection cost to the Village of New Haven was less than the amount
deposited, then the surplus shall be returned to the owner or contractor
upon final acceptance of the project.
