A Recreation Advisory Council, hereinafter called the "Council," is hereby established, to consist of not more than nine members in addition to the Chairman of the Council. The function of the Council shall be to study and advise the Director of Recreation, hereinafter called the "Director," on the immediate and long-term recreational needs of the community, to recommend needed recreational programs to the Director and to assist the Director in the implementation and integration of new ideas in the Town's existing program.
The Director shall be the Chairman of the Council and shall preside at all meetings.
A. 
The Council shall meet at least monthly on the call of the Chairman.
B. 
The Secretary of the Council shall be appointed by the Town Board and shall make and keep minutes of all meetings of the Council. He or she shall submit copies thereof to the Supervisor and to the individual members of the Town Board. In the absence of the Chairman, the Secretary shall preside at all meetings of the Council and may designate another attending member to take minutes for that meeting.
C. 
In the absence of both the Chairman and the Secretary, the remaining attending members shall designate one of their number to act as temporary Chairman and one of their number to act as temporary Secretary for that meeting.
D. 
Individual members of the Council shall be residents of the Town of Aurora and shall be appointed by the Town Board for one-year terms. Said terms shall commence January 1 of each year.
E. 
Members shall serve without compensation but shall be entitled to reimbursement of their necessary expenses, including mileage, in connection with their service upon the submission of a voucher in proper form.
