The meeting shall be called to order by the City Clerk, or in case of a vacancy in that office, by the senior member of the Council present, who shall preside until a President is elected by ballot.
All meetings of the City Council shall be held in the City Hall, except that in case of emergency the meetings may be held at some convenient place selected by the President of the Council. The Mayor or the President of the Council may call a special meeting at any time. The President of the Council shall, upon written request of three members thereof, call a special meeting. If the meeting is requested by three members, the President shall call such meeting at a specified time within 48 hours after the notice is delivered to him. Notices of all special meetings shall set forth the purposes thereof and shall be delivered in hand to each member of the Council or left at his or her usual dwelling place or place of business at least eight hours before such meeting. All notices of special meetings shall be posted at least 24 hours, including Saturday but not Sunday and legal holidays, prior to such meeting in the office of the Clerk on the principal bulletin board in the City Hall. If the President of the Council is disabled or absent from the City, the request for a special meeting may be delivered to the City Clerk and such special meeting may be called by him or her as hereinbefore provided.
The notices and statement described in the preceding section shall be designated and called "warrant for a special meeting of the City Council," and such warrant, while not to be considered as part of the proceedings of any special meeting, shall be read immediately following the roll call.
