The Council shall meet for the purpose of organizing
and receiving and acting upon communications from the Mayor immediately
following the inauguration of the Mayor and immediately following
his or her midterm address. At this meeting they shall elect a President,
who shall serve for the term of one year and until his or her successor
is chosen and qualified. The meeting shall be called to order by the
City Clerk, or in case of a vacancy in that office, by the senior
member of the Council present, who shall preside until a President
is elected by ballot.
All meetings of the City Council shall be held
in the City Hall, except that in case of emergency the meetings may
be held at some convenient place selected by the President of the
Council. The Council, at its first meeting in any year, shall fix
the time at which its regular meetings will be held during the current
year.

The Mayor or the President of the Council may
call a special meeting at any time. The President of the Council shall,
upon written request of three members thereof, call a special meeting.
If the meeting is requested by three members, the President shall
call such meeting at a specified time within 48 hours after the notice
is delivered to him. Notices of all special meetings shall set forth
the purposes thereof and shall be delivered in hand to each member
of the Council or left at his or her usual dwelling place or place
of business at least eight hours before such meeting. All notices
of special meetings shall be posted at least 24 hours, including Saturday
but not Sunday and legal holidays, prior to such meeting in the office
of the Clerk on the principal bulletin board in the City Hall. If
the President of the Council is disabled or absent from the City,
the request for a special meeting may be delivered to the City Clerk
and such special meeting may be called by him or her as hereinbefore
provided.
The notices and statement described in the preceding
section shall be designated and called "warrant for a special meeting
of the City Council," and such warrant, while not to be considered
as part of the proceedings of any special meeting, shall be read immediately
following the roll call.

The Council shall, by a majority vote, elect
a City Clerk for the term of three years. At any such election each
member present shall answer to his or her name when called by the
Clerk or other proper officer, stating the name of the person for
whom he or she votes or that he or she declines to vote.
The City Council shall, as soon after its organization
as convenient, adopt rules to govern its deliberations, which rules
shall not be inconsistent with the provisions of the City Charter
or ordinances. A majority of the Council shall constitute a quorum,
and an affirmative vote of a majority of all the members of the Council
shall be necessary to adopt any motion, resolution or ordinance unless
otherwise provided by the General Laws.
The standing committees of the City Council
shall cause records of their proceedings to be kept in books provided
by the City for that purpose. No committee shall act by separate consultation
and no report of a committee as a body shall be received unless agreed
to in a committee assembled for that purpose and signed by a majority
of the members of the committee. Every such committee to which any
subject may be referred shall report thereon not later than the second
regular meeting of the Council after the reference is made or ask
for further time.
The City Council shall annually in the month
of February or March choose one or more Measurers of Wood and Bark,
and the officers shall hold their respective offices until their successors
are appointed.

The President of the Council, during his or
her term of office, shall serve as a member of the Trustees of Burbank
Hospital.
