The Planning Board shall consist of seven members who shall have the powers, duties and responsibilities provided in MGL c. 41, §§ 81A to 81J, inclusive, or any amendment thereof, and who shall serve without pay. They shall be appointed in accordance with such Chapter 41.
Before final action is taken by the Council with reference to the location or layout of any new public highway, the location or erection of any new public building, including public schools, or structure, park, playground or bridge or public parking lot, it shall submit the same to the Planning Board for its report and recommendation. The Planning Board shall file its report to the City Council within 45 days after the matter has been submitted to it, and if it fails so to do, the Council may proceed to final action without reference to the report of the Planning Board.
The Mayor, the Commissioner of Public Works, the Superintendent of Parks, Playgrounds and City Forester and the Superintendent of Buildings shall, by virtue of their offices, constitute an Advisory Council to the Planning Board.
