There is hereby established a Youth Commission, to consist of 13 members, of which eight shall be adults and five shall be youths (between the ages of 12 and 17 years).
The members of the Commission shall be appointed in the first instance as follows: five members for the term of one year; four members for the term of two years; and four members for the term of three years. Upon the expiration of the terms of the members, their successors shall be appointed for terms of three years each. Said members shall be appointed by the Mayor, subject to confirmation by the City Council. Any member, after a public hearing, may be removed for cause by the Mayor. Vacancies occurring otherwise than by expiration of a term shall be filled for the unexpired term by the Mayor, subject to confirmation by the City Council.
The Commission shall meet within two weeks after its establishment for the purpose of electing from its membership the following officers: President, Vice President, Treasurer and Secretary, all of whom shall hold office for the term of one year or until their successors are duly elected. The Commission may elect such other officers, who need not be members of the Commission, as it from time to time may deem necessary, and shall determine the term of their office. The Commission may also establish such committees within its membership as is deemed necessary.
The Commission may, if funds are available, hire such employees as the Commission determines are necessary to carry out the power and purpose of the Commission.
The Commission shall abide by the Open Meeting Law and shall set the day for its regular meetings. Special meetings may be called at the discretion of the President or upon the written request of six members of the Commission.
Eight members of the Commission shall constitute a quorum for the transaction of business.
The Commission shall have the duty of recommending to the City of Fitchburg, for its consideration, plans and programs pertaining to the youth of the City; shall, if it deems appropriate and provided that necessary funds are approved by the City Council, participate in City, state and federal youth programs to the end that the youth of Fitchburg will benefit from such programs; shall perform such duties as may be set forth by the Governor, the Great and General Court of the commonwealth, approved by the Mayor and the City Council of the City of Fitchburg, or any other programs for youth opportunity set forth by the Mayor and/or City Council.
The Commission shall annually between November 1 and December 1, or at such times and dates as may be established by statute, submit to the Mayor for consideration its annual budget.
