The owner or keeper of a dog six months old or over shall cause it to be registered, numbered, described and licensed with the Town Clerk. Proof of rabies vaccination shall be shown at the time of issuing the license.
The dog license period shall commence on April 1 and terminate on March 31 of the following year.

If a dog remains unlicensed, said owner shall be fined the sum as established in Chapter 82, Fees, of the Code of the Town of Franklin, after July 1 for a late licensing fee, as provided in § 75-8, plus the original license fee.

Fees for licenses shall, except as otherwise provided, be as established in Chapter 82, Fees, of the Code of the Town of Franklin.

The charge for replacing lost dog tags shall be $13.

The fee for each kennel license shall be as set out in Town Code Chapter 82, Fees:

The Town Clerk shall issue a new kennel license for the relocation of an existing kennel from another municipality within Norfolk County only if the kennel owner presents satisfactory written evidence of approval by the licensing authority of the municipality in which the kennel is currently located.

Regular kennel inspections shall be conducted no less than twice each year by the Animal Control Officer.
The Town Clerk shall issue dog licenses and tags and collect the appropriate fees and turn all moneys over to the Town Treasurer on a weekly basis.
A dog adopted from a pound or shelter, which has been kept for 10 days by the local Dog or Animal Control Officer, may be sold for not less than $25. Moneys so received shall be paid forthwith to the Town Treasurer. A condition of sale, before delivery of any dog so sold, shall require the purchaser to license the dog and certify in writing the intention to sterilize the animal within 90 days.

Any owner, keeper or harborer who fails without good cause to comply with the licensing requirements of this article shall be liable for a fine of $100. The Franklin Police Chief and his designee, including the Animal Control Officer, and any Franklin police officer, shall have authority to enforce the provisions of this article.[1]
