A water rate study has now been completed, and implementation is necessary to ensure the adequate funding for the provision of water to residents.

Second meter installations are non-revenue-producing meters whereby the second meter total is subtracted from the residents primary meter for sewer computations only.
A.
All second meters will be billed at the highest rate.
B.
The Town of Franklin will not permit any additional two-meter installations.
C.
At the time of a sale of a home, but no later than July 1, 2000, all existing two-meter installations will be removed. The Town will purchase back all second meters at the market price.
D.
In manufacturing and commercial processes, second meters may be used for water-only accounts with the approval of the DPW Director.

Bills will be mailed once every 90 days. The actual billing date will depend on the billing cycle. Rates are per CCF.

Under the Lifeline Program, eligible head of household residential customers will receive a billing credit equivalent to 10% of the water billing. The Lifeline Program is available to residential accounts with a head of household member receiving any of the following benefits:

Eligibility for the Lifeline Program must be verified by the Department of Public Welfare or the Massachusetts Office of Fuel Assistance. Credit will be given at the time of payment and proof of verification.
