The Board of Water Commissioners shall have
the authority and duty to adopt, issue and administer ordinances,
rules and regulations for the administration and operation of water
usage, the water distribution systems, water services and all subjects
related to the functioning of the water system; subject, however,
to all lawful bylaws and other laws and to such instructions, rules
and regulations as the town may from time to time impose by vote of
its inhabitants.
